Meeting Mr. Nguyen Trung Ngan - Head of Working Group No. 5 for area management, Ho Chi Minh City Labor Federation - on a day at the end of May 2026, Mr. Ngan's phone continuously rang to resolve work, in which many cases were labor disputes. Currently, Mr. Ngan is conducting exchanges and dialogues with a number of businesses in the area to resolve disputes, protect the legitimate rights and interests of workers in the eastern area as assigned by the Ho Chi Minh City Labor Federation (LĐLĐ).
Talking to Lao Dong Newspaper, Mr. Ngan said that he has been attached to the Trade Union organization for more than 20 years, in which, from 2009, he started working in the policy and legal field. Up to now, Mr. Ngan has participated in resolving more than 100 labor disputes at all levels of courts, with the role of accompanying and protecting the rights of workers.
For example, in the case of Mr. Luu Chi Hieu suffering a work accident, Mr. Ngan has accompanied the worker for many consecutive years, going through many levels, many trials on labor contract disputes, and work accident compensation. As a result, the enterprise has paid the worker a total amount of about 3 billion VND according to the provisions of law.
Or recently, with the support of Mr. Nguyen Trung Ngan, Mr. Ho Thanh Thinh just received 188 million VND in labor accident compensation from the enterprise. In this case, the Trade Union organization has also supported workers for many years, accompanying them through all levels of adjudication and even during the judgment enforcement phase.
To improve his legal understanding, Mr. Nguyen Trung Ngan studied for a university degree in law, and even took a training course for a practicing lawyer certificate to better understand and grasp legal and procedural regulations, thereby better protecting union members and workers when participating in resolving disputes.
Besides, I am also fortunate to participate in a specialized training course of the Vietnam General Confederation of Labor on lawsuits, settlement of labor disputes... and apply it in practice to participate in protecting workers in cases," Mr. Ngan shared.
However, not every dispute case has the Trade Union successfully protected the legitimate rights and interests of workers. There are also some cases where, due to many reasons, the rights of workers have not been best protected. These are also profound lessons learned, to draw experience for themselves and thereby contribute opinions on the law so that the rights of workers are increasingly protected more closely in the coming time.
For example, in the case of Mr. Ho Thanh Thinh, the contract signed with the employee only showed a salary of 5 million VND. However, based on previous experience, Mr. Ngan coordinated with the employee to search for and create evidence, present it at the trial for the Trial Panel to grasp and approve the compensation payment level corresponding to the income of 10 million VND for the employee.
In my opinion, to do a good job of protecting the legitimate rights and interests of union members and workers, trade union officials need to constantly improve their professional qualifications. But the most important thing is to implement it with all their enthusiasm. In each case, trade union officials must closely accompany to clearly understand the nature, legal basis, evidence... thereby protecting workers to achieve the best results," Mr. Ngan emphasized.
