When no longer active, part-time commune-level cadres hope to receive support for allowances and create jobs.
With 6 years of working as Deputy Secretary of the Commune Youth Union, Mr. Nguyen Van Son (the person who proposed to change his name, 28 years old, Ha Nam) could not help but feel disappointed when he learned that from August 1, 2025, he would no longer be able to do this job.
For Mr. Son, being attached to the work of Deputy Secretary of the Youth Union has many memories and ambitions.
At the age of 22, after graduating, Mr. Son decided not to go far, but to work in his hometown to take on the additional position of Secretary of the village and hamlet Party Cell. Two years later, he was elected by the commune trust as Deputy Secretary of the commune Youth Union.
He has " paused" in his hometown to do this extra job since then.
With full qualifications and capacity but still having to wear the title of non-professional cadre, Mr. Son tries to do many tasks every day, enthusiastically participates in every movement even though his main job is quite busy, with the hope that one day he will be promoted to the position of Secretary of the Commune Youth Union.
"I do almost any job of the Youth Union Secretary, related to the Veterans Association, the District Red Cross Society, the Women's Union... I also actively participate. Even if there are holidays, public holidays, or festivals organizers are not involved, I am willing to take a leave to support them, said Mr. Son.
Although the allowance from the work of the Deputy Secretary of the Youth Union is only over 2 million VND, according to Mr. Son, losing this job means having to recalculate family expenses.
Mr. Son hopes that the State will create conditions for non-professional cadres to take on other equivalent jobs.
"After streamlining, if there is any work left at the commune or hamlet level, I also hope the State will prioritize non-professional cadres with capacity" - Mr. Son said.
Ms. Pham Thanh Loan (60 years old) - Vice President of the Women's Union of a commune in Thai Binh, entered the profession in 2001, and has worked for 24 years. Although it is a secondary job, when she learned that she may not be able to do this job anymore in the near future, Ms. Thanh could not help but regret it.
"A part of my income is a pity for years of contributing 10 parts. I know so many memories with women, organizations, and hardships that only when working can I understand" - Ms. Loan said.
Ms. Loan said that to become President of the Women's Union of the commune or locality where she lives, she must have a college or university degree. However, when she first entered the profession, she was old, and the allowance was still quite low in the past, so Ms. Loan gave up her intention and accepted to stick with the title of non-professional officer.
Sharing her income from her work as Vice President of the Commune Women's Union, Ms. Loan said that she is currently receiving an allowance of VND 2.65 million/month. This allowance, combined with additional freelance jobs, receives more than 4 million VND per month.
Part-time commune-level cadres are those who are not in the group of subjects and are not entitled to the regime prescribed in Decree 178/2024 amended and supplemented by Decree 67/2025 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the apparatus of the political system.
When she learned that she had not received the support level according to Decree 178, Ms. Loan was even more saddened. The female official hopes that the State will consider supporting non-professional cadres to receive allowances when reorganizing administrative units.
Recently, the Ministry of Home Affairs has proposed that the Provincial People's Committee study and propose policies for part-time workers at the commune, village, and residential group levels and send them to the Ministry of Home Affairs before April 20, 2025 for the Ministry of Home Affairs to synthesize and submit to the Government for consideration and decision.
The Government also assigned local authorities to consider and possibly arrange and assign non-professional workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups and implement the regime and policies for cases that are not assigned work according to regulations.
