According to the Ministry of Home Affairs, it is estimated that the whole country has more than 444,000 non-professional workers. When arranging commune-level administrative units, even if a number of people meet the requirements of the task to participate in working in villages and residential groups are selected, the surplus personnel is still very large.
Non-professional cadres are not subject to the above regimes and are not entitled to the regime prescribed in Decree 178/2024 amended and supplemented by Decree 67/2025 on policies and regimes for cadres, civil servants, public employees, workers and armed forces.
The monthly allowance for part-time workers is not high, so the allowance is also low compared to cadres and civil servants on the payroll. This is also a disadvantage for this group of subjects, so the proposal to increase the severance support regime is appropriate.
The Ministry of Home Affairs is consulting to have more policies for non-professional cadres who quit their jobs, requesting the People's Committees at the provincial level to propose policies for non-professional workers at the commune, village, and residential group levels and send them to the Ministry of Home Affairs before April 20, 2025 for the Ministry of Home Affairs to synthesize and submit to the Government for consideration and decision.
Thus, the proposal of support policies is the responsibility of the leaders of the provinces.
The people are not full-time but they stick to the grassroots, stick to the people, and effectively support the government. There are many people who work well and are trusted by the people.
Arranging and streamlining the apparatus forces part-time workers to quit their jobs, which is inevitable. However, support for people with downsizing needs to be fair, and one group of people should not be too different from another.
The Government's Steering Committee for Streamlining the Government's apparatus clearly stated that the policy of restructuring the apparatus must be "revolutionary", must be outstanding, humane, fair, ensure a reasonable correlation between subjects, in order to stabilize life, ensure rights and benefits for cadres, civil servants, public employees and workers.
The "excellent" and "hip autonomous" policy is to ensure a stable life for the employer. This is the most basic requirement and criterion for local leaders to base and propose increasing policies for non-professional cadres when restructuring and streamlining the apparatus.
