The number of party members in non-state enterprises is still modest
Faced with the reality that the number of non-state enterprises in Thanh Hoa province is increasing, but the proportion of enterprises with Party organizations is still low, many opinions suggest that there needs to be a more flexible and appropriate mechanism to strengthen Party development among workers, especially in FDI enterprises and large-scale private enterprises.
According to the assessment of trade union levels and Party organizations in Thanh Hoa province, in the past time, Party development work in enterprises has had positive changes. The awareness of a part of business owners and employees about the role of the Party organization has gradually been raised; many enterprises have established Party cells, contributing to building harmonious and stable labor relations.
However, the results achieved are still quite modest compared to the scale of the labor force and practical requirements.

Currently, Thanh Hoa province has 863 enterprises and units with trade union organizations with nearly 300,000 union members and workers. However, only 264 enterprises have Party organizations; of which the private enterprise sector has only 183 enterprises with 1,219 party members. This means that most non-state enterprises in the area still do not have Party organizations.
According to feedback from grassroots trade unions, the biggest difficulty currently is the characteristic of shift production, prolonged working hours make it difficult for workers to participate in Party awareness training classes or regular Party cell activities.
Some other grassroots trade unions also reflected the situation of large labor fluctuations, workers changing workplaces frequently, causing the elite mass source to be unstable.

Another reason, according to Mr. Do Dinh Hieu - Director of the Vietnam Chamber of Commerce and Industry (VCCI), Thanh Hoa - Ninh Binh Branch, one of the reasons why Party development in enterprises is still limited is that some Party committees are not really determined and drastic in leadership and direction; have not proactively found solutions suitable to the specific characteristics of enterprises.
According to Mr. Hieu, although the Party has a policy allowing private business owners to stand in the ranks of the Party, this is still a new issue, without many precedents, so many business owners are still psychologically concerned.
Meanwhile, Mr. Vu Hong Son - Secretary of the Party Committee of Le Mon Industrial Park - said that developing the Party in private enterprises is already difficult, but in FDI enterprises it is even more difficult.
According to Mr. Son, most FDI business owners are foreigners, there are still language barriers and they do not fully understand the role and purpose of the Party organization's activities in enterprises.
Need effective party focal points among workers
According to summarized opinions from union members, workers and trade union officials of Thanh Hoa Provincial Labor Federation, the above situation makes many workers wish to strive to join the Party but do not meet the conditions to be considered and admitted to the enterprise. Meanwhile, living at the place of residence is also difficult because workers have little time to participate in activities, and the content of activities is not really linked to the working and production environment.
In addition, current regulations have not clarified the mechanism for external Party organizations to approach and mobilize businesses to establish Party organizations; some businesses already have Party cells but operating conditions are still limited, causing the leadership role of Party organizations not to be fully promoted.

According to the synthesis of opinions of union members and workers, from the above practice, there needs to be a focal point with sufficient authority, understanding the business environment and directly attached to workers to preside over and effectively organize the development of Party organizations and party members in enterprises.
With the advantage of a wide network of grassroots trade unions and a large number of union members, many opinions proposed that competent authorities consider establishing a grassroots Party Committee of the Provincial Labor Federation, directly coordinating the development of Party organizations, party members and directing the activities of Party cells in enterprises with trade union organizations.
According to the proposal, the grassroots Party Committee of the Provincial Labor Federation will play a connecting role between Party organizations, businesses and workers; directly discover and train outstanding union members to create a source for Party development.
According to Mr. Luong Trong Thanh - Chairman of Thanh Hoa Provincial Labor Federation, developing the Party among workers is not only a political task but also an important solution to build a modern working class, improve political bravery and organizational discipline in enterprises.

Workers not only need skills but also need to be nurtured with ideals, bravery and pioneering spirit. To build stable and sustainable labor relations, the role of the Party organization in enterprises is very important," Mr. Thanh emphasized.
In addition, the opinions of a large number of union members and workers also suggest that it is necessary to enhance the responsibility of Party organizations in enterprises in caring for the lives and jobs and protecting the legitimate and lawful rights and interests of workers.
According to the Thanh Hoa Provincial Labor Federation, in the context that Thanh Hoa is strongly attracting industrial projects, especially FDI enterprises, strengthening the development of Party organizations among workers will contribute to consolidating the leadership role of the Party in the production sector, building stable labor relations and creating a foundation for long-term sustainable socio-economic development.
