From that reality, the mark of Senior Lieutenant Colonel Luc Quang Trung - Deputy Political Commissar of the Border Guard (BGB) of Cao Bang, Secretary of the Party Cell of the Political Department - appears clearly as a political cadre who is deeply involved in the grassroots, decisive in action, and persistent in building a solid "people's heart formation" at the Fatherland's border.
Cao Bang has more than 333km of border, a wide area, many border communes are still particularly difficult, with potential complex security factors. From that reality, the Party Cell of the Provincial Border Guard Political Department, led by Lieutenant Colonel Luc Quang Trung as Secretary, determined the consistent viewpoint: Political work is only truly effective when it sticks to the people, sticks to the area, and puts the people at the center.
According to Senior Lieutenant Colonel Trung, the resolution will not be able to go into life if it only stops at the hall; cadres must go down to the grassroots level, live with the people, and work with the people so that the Party's policy can be convincing. Instead of one-way communication, the resolution is "translated" into specific programs and models, originating from the practical needs of each village, hamlet, and household. Cadres and party members not only propagate but also listen, dialogue, firmly grasp the thoughts and aspirations of the people, thereby advising on practical and feasible solutions.
From 2020 to 2025, Cao Bang Border Guard Command organized nearly 1,900 trips to grasp the local situation, more than 1,260 propaganda and mobilization sessions with over 22,500 people participating. More importantly, from that reality, more than 20 mass mobilization programs and models were deployed synchronously, touching the urgent issues of the border region.
The "Border Spring warms people's hearts" program has given more than 15,000 gifts, worth 7.6 billion VND, promptly supporting thousands of poor households and policy families.The "Helping people escape poverty sustainably" program supports breeds and livestock for dozens of households, helping many families gradually stabilize their livelihoods and rise out of poverty.
In the field of education, the models "Raising children to school - Border Guard station adopted children" have adopted and sponsored hundreds of students in particularly difficult circumstances, with a total budget of tens of billions of VND, contributing to retaining students in border areas.
Along with that, social security activities such as removing temporary and dilapidated houses; helping people move livestock out of underfloor houses; the "Lighting up the border area" project or the "Gratitude in border areas" movement are implemented methodically and focused. These specific actions not only improve the material and spiritual lives of people but also strengthen people's trust in the Party, State and Border Guard forces.
In parallel with socio-economic development, the movement "All people participate in protecting territorial sovereignty and national border security" is being promoted. Thousands of households voluntarily sign commitments with the Border Guard to patrol and protect border lines and landmarks, providing many important sources of information to serve the task of border protection. When people from being beneficiaries become participants, the "people's heart battle" in the border area is increasingly consolidated.
Deeply involved and close to the people
One of the outstanding imprints of Senior Lieutenant Colonel Luc Quang Trung is the innovation of Party cell activities. With the view that Party cell secretaries must be fully responsible for the quality of resolutions, each meeting session is carefully prepared, focusing on "bottleneck points" from the grassroots level such as people's livelihoods, the risk of re-poverty, security and order, or the ideology of cadres and soldiers. Therefore, the resolution is not general but has clear goals, specific roadmaps, and attaches responsibility to each party member.
Reality shows that when the resolution originates from life and is verified by specific effectiveness, political work is no longer a slogan but becomes a driving force for action. From those Party cell meetings, many major policies on mass mobilization and building a national border defense posture have been formed and effectively implemented.
In his position as Deputy Political Commissar of the Provincial Border Guard Command, Senior Lieutenant Colonel Luc Quang Trung continued to advise the Party Committee and the Provincial Border Guard Command to promote studying and following Ho Chi Minh's ideology, ethics, and style; promote the qualities of "Uncle Ho's soldiers"; resolutely fight against individualism; proactively coordinate to propagate laws, mobilize people to comply with the guidelines and policies of the Party and State. These efforts contribute to maintaining political stability, social order and safety in border areas, early and from afar.
