Immediately after being established from July 2025, Luc Yen Commune Trade Union quickly stabilized its organization and managed 20 grassroots trade unions with more than 1,500 union members.
Under the direction of the Party Committee and the Lao Cai Provincial Labor Federation, the work of discovering and fostering outstanding union members is identified as a key task, associated with the goal of improving the quality of the contingent of party members from the worker and direct labor force.
Implementing Resolution 21-NQ/TW on consolidating and building grassroots Party organizations, grassroots trade unions have proactively discovered typical factors from the labor and production emulation movement to introduce to the Party for consideration and admission.
To date, 3 enterprises have established Party organizations in the area, with 128 party members who are workers and laborers living in agencies, units and enterprises.

However, the proportion of non-state enterprises with Party organizations is still low, and many grassroots trade unions have "blank" party members. The characteristic of stone mining labor with high intensity, working in shifts, makes it difficult for workers to participate in activities and study political theory.
Some business owners have not really paid attention to and created conditions for the establishment of Party and mass organizations.
Faced with that reality, Luc Yen Commune Trade Union has set a target for 2026, striving for each grassroots trade union to introduce at least 1 outstanding union member for the Party to consider admitting.
At the same time, implement solutions such as innovating living forms, integrating political education into cultural and sports activities; strengthening propaganda to raise awareness for both workers and business owners; promoting the application of technology in union member management.
