More clearly affirming the representative role
According to Ms. Xuan, the Charter needs to continue to affirm the role of representing, caring for and protecting the legitimate and lawful rights and interests of union members and workers (ĐV, NLĐ) as the central function of the Trade Union organization.
At the same time, it is necessary to create a legal basis for grassroots trade unions (CĐCS) to be more proactive in dialogue, collective bargaining, and supervising the implementation of labor laws, occupational safety and health, social insurance, wages and regimes directly related to employees.
The charter needs to be more flexible in the organizational model and methods of gathering UMs in the non-state sector, FDI enterprises, informal workers and digital platform workers - groups that are increasing but are still difficult to access, gather and protect their rights.
Ms. Xuan proposed to strengthen decentralization and empower grassroots trade unions, especially commune and ward trade unions, to proactively handle problems arising at the grassroots level.
Because currently, the Charter does not define the Commune and Ward Trade Union as a clear level but is mainly considered as a grassroots trade union. Therefore, it is necessary to supplement clear regulations on position, authority, operating mechanism and decentralization of management to ensure a legal basis in organization and management.
According to Ms. Xuan, it is necessary to reduce administrative procedures and formal reports; increase the initiative for grassroots trade unions in developing union members, establishing trade union groups and choosing forms of employee gathering suitable for each type of enterprise.
When reducing administrativeity, increasing decentralization and giving clearer powers, grassroots trade unions will operate more flexibly, substantively and closer to union members and workers" - Ms. Xuan stated her point of view.
Grasping the thoughts and aspirations of workers through digital technology
Faced with the strong impact of digital transformation, Ms. Xuan proposed that the Charter should supplement a mechanism to promote Trade Union activities in a flexible, fast and closer direction to employees.
It is necessary to promote the application of digital technology in UM management, receiving opinions, reflections and interacting with employees through digital platforms, social networks and electronic Trade Union applications.
It is necessary to clearly stipulate the responsibilities of trade union levels in grasping the thoughts and aspirations of union members and workers in the digital environment to promptly support and protect their rights.
Grassroots trade unions need to be facilitated to deploy online activities, online surveys, and dialogues on digital platforms to increase connections with young workers and workers outside the state sector.
When digital transformation is put into trade union activities in a systematic way, the Trade Union organization will be closer, react faster and serve union members and workers more effectively" - Ms. Xuan said.
The satisfaction of union members and workers is a measure of effectiveness
To put the Charter into practice, the Chairman of Pleiku Ward Trade Union proposed building a mechanism for supervision, feedback and clear accountability throughout the Trade Union system.
In particular, it is necessary to specifically stipulate the responsibilities of each Trade Union level in receiving, processing and responding to the recommendations of union members and workers with clear resolution time, avoiding delays and formalism.
Finally, it is necessary to supplement a mechanism to assess the level of task completion of the Trade Union organization and trade union officials based on the satisfaction level of union members and workers. Because when there is a two-way supervision mechanism, trade union activities will be more substantive and closer to the grassroots level.
