Contributing to the Draft Document of the 14th National Party Congress, the Standing Committee of the Can Tho City Labor Federation presented many important proposals to build the Vietnamese working class in the new period. In which, it emphasizes the requirement to form a team of knowledgeable workers, digital workers, with high professional skills, strong courage, quick adaptation to digital transformation and extensive international integration.

According to the Standing Committee of the Can Tho City Labor Federation, the Draft Document has demonstrated a new strategic thinking when shifting the focus from expanding quantity to improving the quality of workers' human resources, especially skills, digital skills and political courage.
This perception is consistent with Can Tho's practice when it is the driving force of the Mekong Delta region after the border merger, where a large concentration of workers is concentrated in the industrial parks of Tra Noc, Hung Phu, Thot Not... and the fields of logistics, agricultural and aquatic processing industry, clean energy, high-tech agriculture. The working class here is directly contributing to helping the region overcome the challenges of climate change, labor shortage and international competition.

However, the Can Tho City Labor Federation believes that the draft needs to clarify the role of workers in corporate governance, mastering high technology, and participating in innovation. Building workers in conjunction with developing new productive forces: digital economy, green logistics, biotechnology, deep processing of agricultural products. Special policies for the non-state sector and FDI account for the majority of workers today.
Can Tho City Labor Federation also clearly stated new requirements from practice in Can Tho when the structure of young workers is high, more than 70% under 35 years old, very dynamic but easily affected by the negative side of social networks. Lack of housing, cultural institutions, and welfare in industrial parks. Local workers are not enough to meet modern technology; businesses have to retrain, costs increase. Labor competition in Ho Chi Minh City, Binh Duong, Long An bleeds the human resources of the Mekong Delta. These challenges require a new thinking about the policies of the working class in the central urban areas.
On that basis, the Can Tho City Labor Federation proposed to add the viewpoint: "Building a modern working class associated with developing new productive forces and digital transformation; caring for practical benefits, improving digital skills, cultural life and social welfare of workers; creating an environment for workers to promote creativity, master enterprises and effectively contribute to the development of an independent, self-reliant and deeply integrated economy". And "Promoting the role of the Trade Union in representing and protecting the rights of workers; innovating methods of operation in accordance with business types and international labor standards".

From practical experience in Can Tho, key solutions are identified including training the workforce towards digital skills, improving English proficiency for workers in high-tech enterprises and processing industry. Promote the development of housing and trade union institutions in Tra Noc and Hung Phu industrial parks, expand welfare such as kindergartens, health care, sports and cultural areas for workers. Trade unions strengthen collective bargaining, provide legal support and protect workers' rights against international competitive pressure.
At the same time, focus on building the Party among workers, discovering and training outstanding forces to become Party members and managers, thereby increasing the political strength of the working class in the non-state sector. Promote the initiative movement, improve techniques, build a model of "innovative workers", support startups in young workers.
