On October 28, the People's Committee of Khe Sanh commune said that heavy rain has occurred since October 27, causing provincial road 587 to continuously enter the old Huc commune (now Khe Sanh commune) and deep flooding in the Km1+700 spillway section through Van Ri village.
Deep flooding and strong currents occur frequently whenever there is heavy rain at the above location. In particular, during the rain on October 16, the concrete layer of the underground surface peeled and broken, causing traffic disruption. The Provincial Traffic Maintenance Project Management Board has temporarily repaired the problem to ensure traffic, but the risk of unsafety for people and vehicles still exists.
Based on people's feedback, Khe Sanh Commune People's Committee has inspected the situation and determined that part of the reason for the frequent deep flooding of the culvert on Provincial Road 587 is due to the temporary bridge project of Tai Tam Quang Tri Energy Investment Company Limited being repaired and upgraded from 2021 to transport wind power equipment.
Specifically, the project is located downstream, parallel to the Van Ri spillway, about 20.05 m long, 5 m wide at the surface, 0.6 m from the edge of the underground and about 40 cm above the underground surface. After a period of being affected by floods, the project was damaged and the two ends of the abutment sank, now only the bridge body consists of 3 spans about 15 m long with 10 drainage gates, no longer of exploitation value.

Because the temporary bridge surface is larger than the spillway, small drainage gates are often blocked by tree roots and mud, obstructing the flow during heavy rain, causing water to rise, flooding and erosion of the Van Ri spillway. This reality has caused many villages in the old Huc commune to be cut off from the commune center, posing a potential safety risk during the rainy and stormy season.
On October 17, the People's Committee of Khe Sanh commune issued a document, requesting the Department of Construction of Quang Tri province to inspect and have a plan to dismantle the temporary bridge built by Tai Tam Quang Tri Energy Investment Company Limited to clear the flow in the Van Ri spillway.
Mr. Nguyen Anh Cu - Vice Chairman of Khe Sanh commune said that up to this point, there is still no solution, and the flooding situation in the spillway is complicated, causing the isolation of many villages of ethnic minorities.

Research shows that, according to the meeting minutes on May 2, 2021 chaired by the Department of Transport of Quang Tri province (now the Department of Construction of Quang Tri province), Tai Tam Quang Tri Energy Investment Company Limited has committed that when the equipment transportation for the wind power project is completed, it will invest in building a new bridge in Van Ri village. However, the wind power project of Tai Tam Quang Tri Energy Investment Company Limited has been in operation for many years, but the commitment to build the bridge has not been implemented.
According to Mr. Nguyen Anh Cu, Provincial Road 587 is the unique artery axis connecting the villages in the old Huc commune with the commune center. In the face of complicated storms and floods, the locality has recommended that relevant departments and branches promptly resolve the problem at the Van Ri culvert, and at the same time advise the People's Committee of Quang Tri province to arrange capital to invest in flood bridges at the above location to ensure safety, stability of people's lives and travel.
