On November 7, at the headquarters of the Party Committee, People's Council, People's Committee of Van Mieu - Quoc Tu Giam Ward (Hanoi), Capital Labor Newspaper coordinated with the Trade Union of Van Mieu - Quoc Tu Giam Ward to organize a direct dialogue, online exchange, policy communication with the theme "Answering about the Grassroots Trade Union Congress and labor policies, social insurance".
This is one of the practical activities to equip units, enterprises, workers, civil servants and laborers with more knowledge about new policies and regimes related to employees and organize grassroots Trade Union Congresses.

At the dialogue, Ms. Do Thi Nhu Ngoc, Nic Mechanical Joint Stock Company, asked: In the case of employees who have received social insurance (SI) at one time and have lost all documents related to the insurance book (decision,SI book, etc.). When newly increased at the enterprise, employees cannot remember the book number or any information related to the social insurance book.
So in this case, how is the procedure for reissuing social insurance books to employees carried out?
Responding to this issue, Ms. Duong Thi Minh Chau - Head of the Propaganda and Support Department of Participants (Hanoi Social Insurance) said that when employees forget their social insurance book number, they can look it up on the Electronic Information Portal of Vietnam Social Insurance.
Just have a full name, date of birth and citizen identification number to look up your social insurance book.
After reviewing the book number, employees need to make a request for reissuance of the book, or go to the nearest social insurance agency for instructions.
If the employee has paid social insurance at one time, the cover will only be reissued. In case there is still a period of unemployment benefits but have not yet received them, the insurance agency will supplement that information.
"When the cover is reissued, employees can use the old social insurance code to report an increase in a new unit, there is nothing complicated" - expert Duong Minh Chau said.

Ms. Nguyen Thi Mai, NIC Mechanical Joint Stock Company, asked: Where did employees enter the company to work and when they paid social insurance, they declared that they had never paid social insurance before? However, when the company made a new declaration, the Social Insurance responded that the employee had been granted a social insurance book code, but the employee himself did not know and it was not clear which unit had paid social insurance for him.
So in this case, what procedures should businesses follow to be able to pay social insurance in accordance with regulations to ensure full benefits for employees?
Expert Duong Thi Minh Chau said that first of all, the unit only needs to report an increase and pay insurance according to the existing social insurance code of the employee. After that, employees can install the VssID application to check which unit and during which time their social insurance code has been paid.
Since then, the enterprise has continued to pay insurance normally. The unit's responsibility is to report the increase to employees according to the existing social insurance code on the system. On the VSSID application, the entire process of participating in social insurance of employees at other units is clearly shown, helping to track the place and time of payment.
Thus, the unit only needs to report an increase according to the existing code, without needing to carry out any other procedures.
Responding to the question of how long a worker can take a break from work and receive one-time social insurance, expert Duong Minh Chau said that according to the provisions of the Social Insurance Law, a worker participating in social insurance before July 1, 2025 with a participation period of less than 15 years will be paid one-time social insurance after 1 year of leave.

At the dialogue, Dr. Nguyen Huy Khoa, Deputy Head of the Faculty of Law, Trade Union University, answered questions related to the policy of supporting union members with serious illnesses and those in difficult circumstances.
Accordingly, for union members and employees with serious illnesses or other difficulties, there will be a union organization as a representative organization to care for, because the core function of the union organization is to represent and protect the rights and care for the lives of union members and employees.
When union members and workers are in difficulty, the union organization, in addition to visiting, sharing spiritual aspects, consulting, and supporting workers to access support policies of law enforcement agencies, the union organization also allocates union financial resources and mobilizes and calls for mobilization of other resources to provide material support to union members and workers.
The level of support depends on the conditions, nature, level of difficult circumstances of the employee and level of resources of the Trade Union organization and comply with the operating regulations of the Trade Union organization.
