The 2025 National Reserve Law (No. 145/2025/QH15) was passed by the National Assembly on December 11, 2025.
Accordingly, Article 12 of the 2025 Law on National Reserves stipulates the regime and policies for people working in national reserves.
- People working in national reserves include:
Civil servants and public employees working at national reserve management agencies;
Civil servants, public employees, officers, and professional soldiers working in the national reserve at the Ministry, ministerial-level agencies, and provincial People's Committees.
- People working in the national reserve as prescribed above are entitled to seniority allowances and preferential allowances.
- The Government shall specify in detail the regime and policies for those working in national reserves.
Article 13 of this Law also stipulates prohibited acts in national reserves:
- Taking advantage of the import, export, purchase, sale, storage, and transportation of national reserve goods and strategic reserve goods for profit.
- Irresponsible or intentional violation of regulations on national reserve management causing damage, loss, and waste of assets in national reserves.
- Illegal obstruction or intervention in national reserve operations.
- Using national reserves and strategic reserves for the wrong purpose.
