On the afternoon of December 8, continuing the 10th Session, the National Assembly listened to the Minister of Construction present the Proposal on a number of specific mechanisms and policies, especially applied to the construction and business project on the North-South axis.
According to the Government's submission, the North-South roadmap project was approved by the National Assembly with a total route length of about 1,541km; passing through 15 provinces and centrally-run cities.
Scale, technical standards: double track, 1,435mm gauge, design speed 350 km/h, passenger transport and the ability to transport goods when necessary; Preliminary total investment of about VND1,713,548 billion (about USD67.34 billion) using state budget capital and other legal capital.
By the end of June 2025, the National Assembly approved the addition of public-private partnership (PPP) and business investment for the project, in addition to public investment; assigned the Government to organize the selection of investors and investors according to regulations.
Recognizing that this is a project of exceptionally large scale, with complex technology and techniques, the Government has proposed specific policies for the project related to site clearance.
According to the Minister of Construction, the Government proposed to separate the content of compensation, support, resettlement and the relocation of power projects with 110kV or more of electricity to independent projects, with capital allocated from the central and local budgets.
Localities and Vietnam Electricity Group are competent authorities, organizing the establishment, decision on investment, and implementation of compensation, support, and resettlement projects in the area, and the investment in items related to this content does not require an investment policy.
Central budget capital is directly provided to localities and Vietnam Electricity Group for implementation; in case the central budget has not been allocated in time, localities are allowed to proactively balance local budget sources for implementation, the central budget will return to local budgets after balancing capital.
According to Minister of Construction Tran Hong Minh, this proposal has many advantages, increasing initiative and speeding up implementation progress.
The second policy proposed by the Government is that during the time the National Assembly does not meet, the National Assembly authorizes the National Assembly Standing Committee to review, decide to supplement, and adjust specific mechanisms and policies, especially for investment methods (if any) to promptly implement the project and report to the National Assembly at the nearest session.
Reviewing the submission, Chairman of the Economic and Financial Committee Phan Van Mai said that the Committee found it necessary to add mechanisms and policies to the project.
The National Assembly's permission to separate the content of land acquisition, compensation, support and resettlement of important national projects into component projects is exempted from the Resolution No. 38 of the 14th National Assembly for the Long Thanh International Airport project.
The Government's proposal to separate compensation, support, resettlement and relocation of electrical works with a capacity of 110kV or more of the North-South Toll and Investment Project into a separate project is well-founded.
However, the inspection agency proposed to clarify the concept of "independent project"; clearly define the preliminary total investment, recovered land area, completion time of independent projects and the consistency and unity of the entire project.
The inspection agency also noted that it is necessary to ensure that there are no difficulties or waste of resources when the route, scope, and implementation boundary have not been determined and the total investment of the project has been strictly controlled.
With the second policy, the inspection agency believes that the above policy proposal is unnecessary.
