Reporting to the Ministry of Home Affairs, Ms. Tran Thi Hoa (character's name has been changed) said that she and many school management staff are now 50 years old and are holding the position of principal.
During the unit merger process, this group of cadres is at risk of being redundant, forced to rearrange to become deputy principals or teachers. According to Ms. Hoa, at this age, changing job positions will be difficult to promote the same effectiveness as before.
Therefore, she recommended that the Ministry of Home Affairs and the Ministry of Finance consider and create conditions for redundant education managers to retire early according to Decree 178/2024 (amended and supplemented by Decree 67/2025).
This does not create much funding, and at the same time opens up opportunities for the next generation of young people to continue building and developing the education sector.
Ms. Hoa also cited that in the past, the Ministry had policies to care for and resolve the regime for cadres when removing district level and establishing new communes, and expressed her wish that the authorities would expand similar policies for cadres managing the education sector.
Regarding Ms. Hoa's reflection on her petition, the Ministry of Home Affairs responded on the Electronic Information Portal.
Implementing the direction of the Politburo, the Secretariat in Conclusion No. 183-KL/TW dated August 1, 2025 and Official Letter No. 322-CV/DU dated August 3, 2025 of the Government Party Committee, after exchanging opinions with the Central Party Office and the Central Organizing Committee, the Ministry of Home Affairs issued Document No. 6383/BNV-TCBC dated August 13, 2025 to ministries, branches, sectors and localities on the implementation of Conclusion No. 183-KL/TW, in which it is required to thoroughly handle and resolve the regime and policies for cadres, civil servants, public employees and workers affected by the reorganization of the apparatus according to Decree No. 178/2024 (amended and supplemented in Decree No. 67/2025 dated March 15, 2025) before August 31, 2025 (the end of which will end).
Accordingly, based on the above guidance, in case cadres, civil servants, public employees, and workers affected by the organizational arrangement wish to retire, they can consider applying the regime and policies according to the provisions of Decree No. 154/2025, ensuring compliance with the provisions of law.
