Ready to adjust project planning in accordance with policy
On December 16, Ngoc Vien Dong Urban Development Investment Company Limited - the investor of the Nha Rong - Khanh Hoi Complex project has just sent a petition to the Standing Committee of the Ho Chi Minh City Party Committee, the People's Committee of Ho Chi Minh City and departments and branches to commit to being ready to adjust the project planning in accordance with the policy of expanding the Ho Chi Minh Museum, Ho Chi Minh City branch, increasing the area of trees and public space proposed by Ho Chi Minh City.
In the petition, Ngoc Vien Dong Urban Development Investment Company Limited said that the Nha Rong - Khanh Hoi Complex project has gone through all legal steps in accordance with legal procedures and regulations such as approving the investment policy in 2016, land use plan in 2017, changing the land use purpose in 2017 and handing over the land in 2018.

Ngoc Vien Dong Urban Development Investment Company Limited said that from 2014 to now, it has continuously promoted but has not been able to pay land use fees because the competent authorities of Ho Chi Minh City and the Ministry of Finance have not completed the work of determining financial obligations for the enterprise to perform.
Hope not to revoke the investment policy
Mr. Nguyen Anh Tuan, representative of Ngoc Vien Dong Urban Development Investment Company Limited, shared: We continuously make recommendations to fully fulfill our financial obligations to the State. However, when the official conclusions on land prices and financial mechanisms have not been issued, businesses do not have a legal basis to continue implementing".
It is known that Ho Chi Minh City has a policy to adjust the project planning towards expanding the Ho Chi Minh Museum branch of Ho Chi Minh City, increasing the area of trees and public works, Ngoc Vien Dong Company has invited an international planning consultancy unit to urgently develop a plan to adjust the planning, even abandoning all housing functions, converting to commercial services, increasing green space and cultural, public space, and museums.
The company also requested the Ho Chi Minh City People's Committee not to revoke the investment policy, and recommended that Ho Chi Minh City leaders work with central ministries, branches, and specialized agencies to promptly complete the work of determining land prices, so that businesses can fulfill their financial obligations and participate in adjusting the planning according to the new policy.
Previously, in October 2025, the Department of Agriculture and Environment of Ho Chi Minh City sent a document to Ho Chi Minh City Party Secretary Tran Luu Quang, reporting on the implementation plan for the project to renovate and expand the Ho Chi Minh Museum - Ho Chi Minh City branch.
According to the report, the project to renovate and expand the Ho Chi Minh Museum - Ho Chi Minh City branch is oriented by the city to expand to the entire Nha Rong - Khanh Hoi land area, with an area of over 329,000 m2.
Of which, more than 14,000 m2 is currently managed and used by the Ho Chi Minh Museum; the remaining area is within the boundary of the Dragon - Khanh Hoi Complex project previously invested by Ngoc Vien Dong Urban Development Investment Company Limited (under Van Thinh Phat Group).
According to the Department of Agriculture and Environment, to have a basis to implement the museum expansion project on a new scale, the unit proposed two implementation methods, including: public investment or public-private partnership (PPP) under a BT contract that does not require payment.
The Department of Agriculture and Environment of Ho Chi Minh City proposed two phases of project implementation. Phase 1 consists of two main steps:
Step 1: The Standing Committee of the City Party Committee reviews, approves the general policy and directs the Party Committee of the Ho Chi Minh City People's Committee to lead and implement the orientation for implementing the Ho Chi Minh Museum expansion project on a new scale.
Step 2: The Ho Chi Minh City People's Committee directs competent agencies to clear, seize land use rights and revoke the investment policy for the Nha Rong - Khanh Hoi Complex project, based on the relevant judgment of Van Thinh Phat Group. At the same time, the city will locally adjust the general planning of the area, ensuring compliance with the development orientation of the Ho Chi Minh Cultural Space.
Phase 2 includes 7 steps for the public investment method (expected to start construction in September 2026) and 6 steps for the public-private partnership method (expected to start construction in March 2026).
At the conference to summarize 50 years of literature and art in Ho Chi Minh City on October 18, Secretary of the City Party Committee Tran Luu Quang said that the city had allocated land at Nha Rong Wharf to investors to implement a housing project. However, the Standing Committee of the Ho Chi Minh City Party Committee has stopped this policy to reserve land to serve the expansion of the Ho Chi Minh Cultural Space.
Mr. Tran Luu Quang affirmed that the Ho Chi Minh Cultural Space will be expanded in the Dragon House Wharf area, associated with the Ho Chi Minh Museum - Ho Chi Minh City branch. The remaining part of the land will be planned into a park, combined with the expansion of Nguyen Tat Thanh Street and the development of public services, not the development of commercial housing projects.
