On July 31, the Government Office announced that the Government had just issued Decree No. 213/2025/ND-CP detailing a number of articles of the Law on Management and Protection of National Defense Works and Military Zones.
The Decree clearly stipulates the regime and policies for agencies, units, and individuals (forces) in the management and protection of defense works and military zones.
The beneficiaries of the allowance include:
Specialized forces perform the task of managing and protecting national defense works and military zones of the Special Forces Group;
Forces performing the task of protecting the Department of Defense Command;
Specialized forces perform the task of managing and protecting Group I defense works of type A that are not covered or covered.
The above subjects are entitled to a work responsibility allowance of 0.2.
For subjects belonging to the forces specified in a and c who are responsible for preserving national defense works, they are entitled to a special military allowance of 10%.
The Decree stipulates the cases of mobilization to participate in the management and protection of defense works and military areas, including: Mobilizing to overcome natural disasters and fires; mobilizing to handle security and order situations affecting the safety and confidentiality of defense works and military areas.
Labor day allowances and food allowances for individuals mobilized to participate in protecting national defense works and military zones are as follows:
The labor day allowance is equal to the allowance for marine militia fighting to protect islands and sea areas.
The food allowance is equal to the basic food allowance of non-commissioned officers and infantrymen currently serving in the Vietnam People's Army.
The Decree stipulates that agencies, organizations and individuals who coordinate or are mobilized to participate in protecting national defense works and military zones with achievements will be rewarded according to the provisions of the law on emulation, reward and other relevant laws in the following cases:
- Excellently complete the task of protecting national defense works and military zones.
- Repairing works when there are dangerous incidents that can affect life and health.
- Contributing resources to the protection, preservation, maintenance, and upgrading of defense works and military zones.
- detecting, denouncing, preventing acts of encroachment, sabotage or disclosure of secrets of defense works and military zones.
The Decree stipulates that agencies, organizations and individuals who coordinate or are mobilized to participate in protecting defense works and military zones that have suffered property damage will be compensated according to the provisions of law, in the following cases:
- Property is lost, destroyed or damaged.
- Benefits associated with the use and exploitation of lost or impaired assets.
- Other damages as prescribed by law.
Decree 213/2025/ND-CP takes effect from September 15, 2025 and replaces Decree No. 04/CP dated January 16, 1995.
