Youme Law Firm LLC said that the salary of doctors and pharmacists in 2025 is determined according to current regulations, including Joint Circular 10/2015/TTLT-BYT-BNV and Decree 204/2004/ND-CP.
On June 30, 2024, the Government issued Decree 73/2024/ND-CP stipulating the basic salary and salary regime applicable to cadres, civil servants, public employees and armed forces. Accordingly, from July 1, 2024, the basic salary will increase from 1.8 million VND/month to 2.34 million VND/month.
Previously, according to Conclusion 83-KL/TW in 2024, the Politburo directed the study and evaluation of the implementation of the new salary system according to Resolution 27-NQ/TW in 2018. One of the important contents of this Resolution is to abolish the basic salary and salary coefficient, and replace it with a specific salary level. However, this proposal will only be considered after 2026. Therefore, in 2025, the salary of doctors and pharmacists will still be calculated based on the basic salary according to the formula:
Salary = Salary coefficient x Basic salary
According to Joint Circular 10/2015/TTLT-BYT-BNV, doctors and pharmacists are divided into three main grades:
Senior doctors, senior pharmacists of class I.
Chief doctor, chief pharmacist are Grade II.
Doctor, pharmaceutical doctor of Grade III.
Each rank corresponds to a different salary coefficient, applied according to Decree 204/2004/ND-CP. Doctor and pharmacian class I belong to group A3 civil servants, group 1 (A3.1). Doctor and pharmacian grade II belong to group A2 civil servants, group 1 (A2.1). Doctor and pharmacian grade III belong to group A1 civil servants.

In 2025, the salary of doctors and pharmacists will continue to be calculated based on the basic salary of 2.34 million VND/month and the salary coefficient for each level. Salary reform under Resolution 27-NQ/TW will only be implemented after 2026.
