Youme Law Firm LLC said that currently, civil servants and public employees are still applying 5 salary tables according to the following basic salary level:
- Salary table 1: Salary table for senior experts.
- Salary table 2: Salary table for professional and technical staff in state agencies (including staff holding elected positions subject to salary classification according to administrative civil servant ranks and positions and civil servant allowances in communes, wards and towns).
- Salary table 3: Salary table for professional and technical staff in State public service units.
- Salary table 4: Salary table for employees performing and serving in state agencies and state public service units.
- Salary table 5: Salary table for full-time cadres in communes, wards and towns.
In sub-section 5.2, Section 5 of Conclusion 83-KL/TW in 2024, the Politburo requested the Central Economic Commission to preside over the preliminary review of the implementation of Resolution 27-NQ/TW in 2018, in which it coordinates with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
Accordingly, the new salary table will be proposed to be applied after 2026. If no changes are made and the proposal is approved, civil servants and public employees will apply 2 new salary tables after 2026.
Thus, when replacing 5 salary tables according to the basic salary level of civil servants and public employees with 1 salary table for positions and 1 salary table for expertise and profession after 2026, the new salary structure includes: Basic salary and allowances (Based on Section 3.1, Sub-section 3, Section 2 of Resolution 27-NQ/TW in 2018).
In addition, the income of civil servants and public employees is also supplemented with bonuses (excluding allowances).
