Union members also suggested that local leaders pay attention to the group of single older workers because according to the new regulations, if over 45 years old have an income of more than 15 million VND, they are not eligible to buy social housing...
According to the Khanh Hoa Department of Construction, all plans must currently reserve 20% of the land for social housing. In the period from 2021-2025, the whole province has 3,340 apartments on the market, and by the end of the year, there will be an additional 1,000 apartments. However, social housing projects are currently concentrated in large urban areas of Nha Trang, Cam Ranh, Ninh Hoa. Social housing areas associated with industrial parks and serving workers are limited from investors to projects.
Mr. Nguyen Tan Tuan shared that, in the near future, labor from Ninh Thuan to work and forming new industrial clusters, the volume of social housing and housing for workers will be very large. The province is looking for and continuing to use the remaining land fund in the area to form timely social housing areas, providing employees when Khanh Hoa and Ninh Thuan merged. This is one of the contents that the Party Committee and the Provincial People's Committee are urgently calculating. At the same time as the meeting in Khanh Hoa, Minister of Construction Tran Hong Minh, authorized by the Prime Minister, presented the Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
Minister of Construction Tran Hong Minh said that the development of the Resolution aims to speed up progress, shorten investment time for the construction of social housing projects; create a complete, synchronous, unified legal corridor, remove difficulties and obstacles in the construction and development of social housing, meeting the current requirements of rapid development.
The resolution aims to create more preferential mechanisms to attract businesses to invest in social housing construction; promote social housing development. At the same time, the resolution has a double impact to help people with low income have the opportunity to access the appropriate housing, associated with the completion of the goal of implementing the project "Investment in building at least 1 million social housing apartments for low -income people, workers in industrial parks for the period 2021 - 2030"; balance supply - demand, adjust the structure of real estate goods, thereby lowering the cost of the commercial housing segment, helping the real estate market develop more stable and healthier.
Notably, the draft Resolution proposes to establish a National Housing Fund. Accordingly, the National Housing Fund is a non-budgetary State Finance Fund established at the central and local levels.
The fund is formed from the state budget, receiving voluntary support and contributions from domestic and foreign organizations and individuals, the revenue from the payment of the land fund has been invested in building a technical infrastructure system to build social housing in accordance with the law on housing, the source of housing of public assets and other legal mobilization sources. The fund performs the function of building and creating social housing funds and houses for officials, public servants, officials and employees to hire and hire.
Workers and laborers hope that when the National Assembly passes a pilot resolution on a number of specific mechanisms and policies for social housing development, having a "residential place" will not be too far away.
According to the Minister of Construction, the whole country has only 103 completed social housing projects with a scale of 66,755 units; only reaching about 15.6% of the target of the Project to invest in the construction of at least 1 million social housing apartments.
Mr. Le Van Nghia - Head of the Trade Union Institution Project Management Board, Vietnam General Confederation of Labor - said: Up to now, the Vietnam General Confederation of Labor has successfully implemented the Ha Nam Trade Union Institution Area (Dong Van 2 Industrial Park, Duy Tien Town, Ha Nam Province). In addition to 244 social housing units, there is also a cultural and sports complex for workers and laborers in the Institution. Apartments in social housing areas are always filled, fully meeting the living needs of workers and laborers.
It is expected that by the end of July 2025, the Vietnam General Confederation of Labor will start construction of a social housing project for workers and laborers to rent using union finances in Tien Giang. The scale of the project in Tien Giang is 512 social housing apartments, with a total investment of about 400 billion VND.
The Trade Union Institution Zones in Ben Tre, Bac Ninh and Bac Giang are also in the process of implementation. Currently, the projects have prepared a feasibility study report and are being submitted to the Provincial People's Committee. The construction is expected to start in December this year.

Merging provinces, proposing that people with private houses more than 30km from workplace can buy social housing
The draft Resolution of the National Assembly on piloting specific mechanisms and policies for social housing development (submitted to the National Assembly on May 20) proposed to the provinces and cities directly under the Central Government, based on the administrative unit of the province or city directly under the central government where the project (before the reorganization time) to determine the conditions of housing for the subjects of the housing law.
If the policy beneficiary has a work location far from where they own a house, the conditions for housing to be able to buy or rent social housing near the workplace are not to buy or rent social housing, not to enjoy housing support policies, not having a house of their own.
In case of having a house under their ownership, the shortest distance from where the house is under their ownership to the workplace must be 30km or more.
Investors decide on the selling/renting price of social housing
The policy of price/social housing price in the draft Resolution is also noticeable. According to the current regulations, the investor develops a plan for selling prices, renting prices of social houses to ensure the prescribed principle (meeting the ratio of hard profits as prescribed) and submitting to the specialized agency of the provincial People's Committee for appraisal at the time of housing eligible for sale and for rent. The Minister of Construction said that the appraisal of social housing prices was difficult due to the exact cost of: investment in construction of houses and infrastructure (if any); sales organization; business management. These expenses are clearly indicated after completing the project, so when evaluating (the time the house is eligible for sale), it is only an estimate, making it difficult to determine the exact price and profit investor (10% of the total capital).
From there, the draft resolution proposes to base on the method of determining the selling price, rental price of social housing and standard profit according to the provisions of the law on housing, self-constructed investors, hired consultants with sufficient capacity for construction activities to review before the investor approves the selling price and rental price of social housing.
The determination of selling prices and rental prices is carried out for one or a number of works of a social housing construction investment project according to the implementation phase or according to the investment phases, each component project or the entire project to ensure the overall progress of the project.
