Preferential credit policy for job creation
Preferential credit policies to support job creation, maintenance and expansion from the National Employment Fund and other credit sources are stipulated in Article 11 of the 2013 Law on Employment.
Subjects eligible for loans from the National Employment Fund include: Small and medium-sized enterprises, cooperatives, cooperative groups, business households; workers.
For the above subjects, they are in the following cases eligible to borrow capital from the National Employment Fund with lower interest rates:
- Small and medium-sized enterprises, cooperatives, cooperative groups, and business households that employ many workers who are disabled or ethnic minorities;
- Ethnic minorities living in areas with particularly difficult socio-economic conditions, people with disabilities.
Policy to support job transfer for workers in rural areas
Support for job conversion for workers in rural areas is based on strategies and socio-economic development plans, the State supports job conversion for workers in rural areas.

At that time, workers in rural areas participating in career and job conversion are entitled to the following regimes: Vocational training support; free consultation on policies and laws on labor, employment, vocational training; free job introduction; loans from the National Employment Fund as prescribed in Articles 11, 12 and 13 of this Law.
Supporting vocational training for workers in rural areas
For workers in rural areas who study vocational training for less than 3 months or study elementary vocational training at vocational training institutions, vocational training costs will be supported according to the provisions of the Prime Minister (Article 16 of the 2013 Law on Employment).
Supporting small and medium-sized enterprises, cooperatives, cooperative groups, and business households to create jobs for workers in rural areas
Small and medium-sized enterprises, cooperatives, and business households are supported by the State to develop production, business, and expand on-site employment for workers in rural areas through the following activities: Borrowing capital from the National Employment Fund as prescribed in Articles 11, 12 and 13 of the 2013 Employment Law; supporting the provision of information on product consumption markets; tax exemption and reduction according to the provisions of the law on tax (Article 16 of the 2013 Employment Law).
Public employment policy
Workers are eligible to participate in public employment policies when they meet the following conditions: Legal residence in the locality where the project is implemented, activities; voluntarily participate in public employment policies.
Public employment policies are implemented through projects or activities using state capital in conjunction with socio-economic development programs at the commune level, including: Building infrastructure to serve agricultural, forestry, fishery and fishery production; building public infrastructure; environmental protection; responding to climate change; other projects and activities serving the local community.
Other support policies include supporting workers to work abroad under contracts; supporting job creation for young people; supporting the development of the labor market.
