Implementing the Conclusion of the Politburo, the Secretariat and the proposal of the Central Organizing Committee, the Ministry of Home Affairs has completed reviewing the list of civil servant and public employee positions in agencies, administrative organizations and public service units managed by the Government after restructuring the apparatus, administrative units and implementing local government at 2 levels.
In particular, the Ministry of Home Affairs has specific orientations on job positions at public service units at the commune level.
According to the Law on Organization of Local Government 2025, the People's Committee of the commune will develop and submit to the People's Council of the same level a decision to establish, reorganize, change the name, dissolve, and regulate the organization, tasks, and powers of public service units under the People's Committee at its level according to the provisions of law.
Previously, the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at 2 levels of the Government issued Official Letter No. 145/CV-BCD requesting the People's Committees of provinces and centrally run cities to direct the People's Committees of communes to submit to the People's Councils of the same level to establish 1 public service unit under the People's Committees of communes to provide basic and essential public service services to meet practical requirements in the locality.
This public service unit is guaranteed by the state budget, providing public service in the fields of culture, sports, tourism, information, communication, environment, agricultural promotion, urban...
To be proactive in building the unit's job position with the above orientation contents, the Ministry of Home Affairs plans to have 26 job positions corresponding to public career services provided at the commune level.
In which, 4 management civil servant positions include: Director, Deputy Director of the General Service Center; department head, deputy department head.
14 professional and technical positions by industry and field; 8 support positions include: Office specialist; chief accountant or accounting manager; accountant; treasurer; clerk - archives; service staff, security guards, drivers.
After being established by competent authorities, based on assigned functions and tasks and the above list of job positions, the public service unit will decide on appropriate job positions.
For other public service units at the commune level (such as public educational institutions, public health facilities), the Ministry of Home Affairs directs the construction of these units to be implemented according to the instructions of the Ministry of Education and Training and the Ministry of Health, until the Government issues new regulations on implementing job position building according to the Law on Civil Servants (amended).
