On February 5, a representative of the Thieu Hoa District Police Department, Thanh Hoa Province, said that the unit had received a petition to initiate criminal proceedings from the Thieu Hoa District Social Insurance Agency regarding the Van Ha Garment Joint Stock Company's evasion of paying social insurance, unemployment insurance, and health insurance.

"After receiving the petition, the unit is requesting the Thieu Hoa District Social Insurance to provide relevant documents and records. From there, we will consider whether there are signs of violations or not and then accept the case" - a representative of the Thieu Hoa District Police informed.
Previously, as reported by Lao Dong Newspaper, on January 21, 22 and 23, many workers of Van Ha Garment Joint Stock Company (in Thieu Hoa town, Thieu Hoa district, Thanh Hoa province) stopped working to demand their salary and bonus benefits. The reason for the above incident was that the company had not paid the December salary, the 13th month bonus and owed social insurance contributions.
Immediately after the incident, the Thieu Hoa District Labor Federation coordinated with relevant agencies to visit Van Ha Garment Joint Stock Company to record the workers' petitions, then worked with the company's representative. At the meeting, the company gave many reasons for the difficulties that led to the delay in December's salary and the lack of a 13th month bonus.
At the end of the meeting, the company's leaders decided to pay the December 2024 salary, and the company will try to arrange the 13th month bonus and the workers' insurance debt.
Then, on January 23, the Social Insurance of Thieu Hoa district also submitted a petition to the Investigation Police Department of Thieu Hoa district to initiate a criminal case against the act of evading insurance payment at Van Ha Garment Joint Stock Company; and requested the investigation agency to handle criminal responsibility against the Director of Van Ha Garment Joint Stock Company.
According to the Thieu Hoa District Social Insurance, Van Ha Garment Joint Stock Company has nearly 800 employees participating in social insurance. This unit has been late in paying social insurance since September 2023, late in paying health insurance since December 2024, late in paying unemployment insurance since November 2024, and late in paying occupational accident and disease insurance since August 2024.
As of December 31, 2024, the company was late in paying insurance for 799 employees, with a total amount of more than 13.6 billion VND. The company's late payment of insurance affected the rights of employees, causing public outrage. Many times, workers stopped working collectively, affecting security and order.
Thieu Hoa District Social Insurance and related sectors have urged the unit to pay late insurance but the situation of late payment of insurance has not been resolved and the amount of late payment is large, the number of months is prolonged.
The authorities have also repeatedly fined this company hundreds of millions of dong. Typically, in August 2022, the Chief Inspector of the Ministry of Labor, War Invalids and Social Affairs issued a decision to fine 156 million dong.
