On March 10, Hanoi Social Insurance announced that Vietnam Social Insurance has just held a conference to announce and implement Decision No. 391/QD-BTC dated February 26, 2025 of the Minister of Finance on regulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance under the Ministry of Finance.
The conference announced the Decision of the Ministry of Finance; deployed instructions for units under the Central Government, regional Social Insurance and Social Insurance of districts, towns, cities under provinces and centrally run cities, and inter-district Social Insurance to perform their functions, tasks, and powers according to the new organizational model.
The conference announced and presented the Decision to appoint 35 Directors of the regional Social Insurance. Accordingly, Mr. Nguyen Ngoc Huyen - Director of the Department of Finance - Accounting - was transferred and appointed to the position of Director of Social Insurance Region I (Hanoi).
At the conference, Director of Vietnam Social Insurance Le Hung Son suggested that Heads of units under Vietnam Social Insurance at the Central level, Directors of Regional Social Insurance; Directors of provincial Social Insurance, district-level Social Insurance focus on implementing the dissemination of civil servants, public employees, and workers under the unit to seriously implement the Decisions of the Minister of Finance; Decisions of the Director of Vietnam Social Insurance. Focus on directing the organization of political tasks according to functions and tasks, continuing to best serve employers, employees and people in the area.
Unify the time of performing functions and tasks according to the new organizational structure in the entire Vietnam Social Insurance system as follows: At Vietnam Social Insurance at the Central level is from March 1, 2025. At the regional social insurance (provincial level): 7 regional social insurance are organized independently, officially operating from March 6, 2025; 28 regional social insurance ( mixture 2 provincial social insurance), officially operating from April 1, 2025. At 350 district-level social insurance companies: Officially operating from April 1, 2025.
In the process of reorganizing the new apparatus, provincial and district-level social insurance agencies will continue to perform functions and tasks according to current regulations until March 31, 2025. Implement the handover of tasks, finances, assets, and personnel according to the instructions in Official Dispatch No. 560/BHXH-TCCB dated February 28, 2025 of Vietnam Social Insurance.
In March 2025, the Directors of Social Insurance of the regions will advise on the completion of the positions of management officers and chief accountants at the regional social insurance and district-level social insurance to send to Vietnam Social Insurance before March 15, 2025. The Personnel Organizing Committee synthesizes and proposes personnel and advises the Director of Vietnam Social Insurance to report to the Ministry of Finance for approval according to the management decentralization and submits to the Director of Vietnam Social Insurance for decision according to authority before March 31, 2025.
The Director of Vietnam Social Insurance assigned the Vietnam Social Insurance Office to preside over consulting on the arrangement of work locations and positions, and the use of public assets of units under Vietnam Social Insurance at the central level according to the new organizational model. The Finance - Accounting Department will preside over consulting on the arrangement of headquarters, financial management, and assets during the process of arranging and arranging working headquarters, related assets of regional social insurance, and district-level social insurance.
Assign heads of units under the Vietnam Social Insurance system at the Central level to submit to the Director of Vietnam Social Insurance to issue a professional process, decentralize management; delegate authority to apply information technology associated with digital transformation, according to the unit's functions and tasks before March 31, 2025, ensuring the organization and operation of Vietnam Social Insurance at 3 levels (central, regional, district) according to the new organizational structure from April 1, 2025.
