On March 9, Vietnam Social Insurance announced that the industry had just held an online conference to announce and implement Decision No. 391/QD-BTC dated February 26, 2025 of the Minister of Finance.

At the conference, Director of Vietnam Social Insurance Le Hung Son said that on March 5, Vietnam Social Insurance issued Official Letter No. 03/BHXH-TCCB to implement Decision No. 391/QD-BTC dated February 26, 2025 of the Minister of Finance on regulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance under the Ministry of Finance, accordingly, the time to perform functions and tasks according to the new organizational structure in the entire Vietnam Social Insurance system is implemented as follows: At Vietnam Social Insurance at the Central level from March 1, 2025; at regional social insurance and district-level social insurance from April 1, 2025.
The representative of the Personnel Organizing Committee announced the Decisions of the Minister of Finance stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance under the Ministry of Finance; Decisions on the functions, tasks and powers of regional social insurance and inter-district social insurance.
Accordingly, from March 1, 2025, in terms of position and function, Vietnam Social Insurance is a special unit under the Ministry of Finance with the function of organizing the implementation of social insurance and health insurance regimes and policies; organizing the collection and payment of unemployment insurance regimes; managing and using non-budgetary state financial funds: social insurance, unemployment insurance, health insurance; specialized inspectors on social insurance, unemployment insurance, and health insurance contributions according to the provisions of law. Participating with competent State agencies in developing, supplementing and perfecting policies and laws on social insurance, unemployment insurance, and health insurance. Vietnam Social Insurance has legal status, the national emblem, an account opening at a commercial bank, the State Treasury and headquartered in Hanoi city.
Regarding the organizational structure of Vietnam Social Insurance, it is organized from the central to local levels according to a 3-level system: with 14 consulting units at the central level; 35 regional social insurance and 350 inter-district social insurance. The number of units in the entire Social Insurance sector has decreased from 1,470 to 999 units (a decrease of 723 units, equivalent to 49.2%).
Regarding personnel work, Mr. Nguyen Huu Thanh - Head of the Personnel Organization Committee announced the Decisions of the Minister of Finance on receiving the appointment of Directors of Vietnam Social Insurance and Deputy Directors of Vietnam Social Insurance; Decision on receiving the appointment of 15 Heads and equivalents of Vietnam Social Insurance; Decision on receiving the appointment of 49 Deputy Heads and equivalents of Vietnam Social Insurance.
At the Conference, Mr. Thanh also announced the Decisions of the Director of Vietnam Social Insurance on the transfer and appointment of 35 Regional Social Insurance Directors under Vietnam Social Insurance.
In addition, at the Conference, Director of Vietnam Social Insurance Le Hung Son presented Certificates of Merit, Retirement Decisions and flowers to congratulate 16 leaders of affiliated units and Social Insurance of provinces - representing 61 civil servants and public employees of the Vietnam Social Insurance system who voluntarily applied for leave this time.
On his behalf, the leader of Vietnam Social Insurance, Mr. Le Hung Son, acknowledged and commended the sense of responsibility, sacrifice, and dedication of the leaders and civil servants who have resigned according to Decree 178/2024/ND-CP, which is the first phase of this period, creating conditions for the work of streamlining and restructuring the apparatus of the entire system.
