Participating in the presentation "Solutions and experiences in developing union members, establishing grassroots trade unions, and grassroots trade unions", Ms. Nguyen Thi Minh Ngoc said that Bac Ninh currently has 38 industrial parks approved for investment, of which 20 industrial parks have been put into operation, attracting thousands of domestic and foreign businesses.
After implementing the policy of arranging provincial-level administrative units, the Bac Ninh Trade Union organization directly manages 2,063 grassroots trade unions with 642,136 union members. Of which, there are 1,044 grassroots trade unions in industrial parks with 483,802 union members and 1,019 grassroots trade unions outside industrial parks with 158,334 union members.
Identifying the development of union members and the establishment of grassroots trade unions as a key and consistent task and a prerequisite to affirm the position and role of trade union organizations, from 2023 to now, trade union levels in the province have newly established 488 grassroots trade unions, admitting 158,028 union members. Bac Ninh is currently one of the five localities with the largest number of union members and grassroots trade unions in the country.
Sharing experiences from practice, Ms. Nguyen Thi Minh Ngoc said that first of all, it is necessary to maximize the leadership of the Party Committee, the coordination of the government and functional sectors in the work of developing union members and establishing grassroots trade unions.

According to her, wherever the Party Committee pays attention to leadership, the government accompanies, and businesses create conditions, the work of developing union members achieves high results.
The Bac Ninh Provincial Labor Federation has proactively advised the Party Committee to issue guiding documents on building the working class and trade union organizations; closely coordinated with functional agencies in reviewing newly established enterprises, enterprises with many workers but not yet established trade unions. At the same time, assigned specific targets to each unit, each official in charge of the area and put the implementation results into year-end evaluation criteria.
In particular, after implementing the two-level local trade union model, the Provincial Labor Federation has established Trade Union Boards in 25 communes and wards to strengthen close contact with businesses and workers and promptly grasp their thoughts and aspirations to mobilize the establishment of trade union organizations.
According to Ms. Nguyen Thi Minh Ngoc, one of the important solutions is to strongly innovate methods of propaganda and mobilization of workers and employers.
Trade union levels in the province have promoted propaganda on digital platforms and social networks such as Zalo and Facebook; and at the same time strengthened direct access to businesses and workers' boarding houses. Along with that, many practical care programs such as "Tet reunion", "Trade Union Tet Market", "Trade Union Bus Trip", "Trade Union Home", "Trade Union Meal" and preferential discount programs from 5-50% for union members have been implemented.
Through care activities, workers clearly see the benefits of participating in trade union organizations, and from there voluntarily join the organization," Ms. Ngoc emphasized.
For employers, Bac Ninh Trade Union persistently propagates to businesses to realize that the establishment of trade unions does not affect production and business activities but also contributes to building harmonious, stable, progressive labor relations, limiting labor disputes and helping businesses develop sustainably.
Another experience drawn by Bac Ninh is to proactively investigate, survey, and classify businesses to have appropriate solutions. The Provincial Labor Federation regularly coordinates to review newly established businesses, businesses that are operating but do not have trade union organizations; update labor data by industry, scale, production and business situation and employee psychology to develop effective approach plans.
In addition, the province especially values the role of trade union officials, especially officials directly in charge of the area. In the context of the number of full-time officials decreasing after arranging the organizational structure, the Provincial Labor Federation focuses on training skills in propaganda, mobilization, negotiation, dialogue and handling situations; assigning tasks with clear people, clear tasks, clear responsibilities and clear completion deadlines.
According to Ms. Ngoc, practice shows that wherever there are dedicated, responsible, and deeply involved trade union officials at the grassroots level, the work of developing union members is highly effective.
In particular, Bac Ninh determines that developing union members is not only increasing in quantity but must be associated with improving the quality of grassroots trade union activities. After establishment, grassroots trade unions are guided to organize dialogues at the workplace, collective bargaining, signing collective labor agreements, taking care of life and protecting workers' rights.
The province also promotes the construction of typical grassroots trade union models, strengthens support from higher-level trade unions and applies digital transformation in union member management.
From the practical implementation, the Bac Ninh Provincial Labor Federation proposed that the Vietnam General Confederation of Labor continue to improve mechanisms and policies to facilitate the work of developing union members, establishing grassroots trade unions and grassroots trade unions; strengthen training and fostering trade union officials; invest in digital infrastructure, unified union member management software throughout the system; and at the same time have a mechanism to support resources for localities with a large number of union members and rapid industrial development like Bac Ninh.
To develop sustainable union members, trade union organizations must truly be a reliable support for workers, taking care of them with specific and practical actions and effectively protecting the legitimate and lawful rights and interests of union members and workers," Ms. Nguyen Thi Minh Ngoc affirmed.
