For many workers working in industrial parks in Hanoi, life is a constant cycle between factories and rooms. After hard working hours, the resting space of the whole family is often only wrapped in a few square meters, lacking in all aspects. The increasing cost of living has made saving to buy a commercial home a distant dream. Therefore, social housing projects with preferential policies of the State are always a hope, the only way for them to settle down and make a living.
Mr. Le Tan Manh, a worker who has worked here for more than 10 years, is concerned that in order to buy social housing, workers face many difficulties in procedures and documents. Through research, he realized that the opportunities for low-income people are very fragile.
In addition to competitive pressure, administrative procedures are also a major barrier. Opening for sale of hundreds of social housing units
To meet the urgent needs of workers, the Joint Venture of Hanoi Housing Investment and Development Corporation (Handico) and Viglacera Corporation - JSC has announced a plan to receive applications for registration to buy, rent, and lease-purchase social housing at CT3 building, in Kim Chung New Urban Area (Tien Loc commune, Hanoi). This is one of the most anticipated social housing projects in the area of the northern gateway of the capital. The project is built on a plot of land of more than 24,000m2.
The project has a scale of 3 buildings from 9 to 12 floors high (codex CT3A, CT3B, CT3C), expected to be a place for nearly 4,000 people to live. According to the announcement, the project will provide a total of 929 social housing apartments in the first phase, including 589 apartments for sale, 212 apartments for rent and 128 apartments for rent. The apartments have diverse areas, ranging from 49.5m2 to 64m2, suitable for the needs of many young families and workers.
In particular, the expected price offered by the investor is 18.4 million VND/m2 (including VAT and maintenance fees). The rental price is 91,700 VND/m2/month and the purchase price is 312,860 VND/m2/month.
The time to receive documents will start from November 17, 2025 to January 3, 2026 (except for Saturdays, Sundays and holidays). To ensure objectivity, the investor is expected to receive 50 sets of documents per day.
According to Mr. Ta Ngoc Thao, the complexity and lack of clear information makes many workers confused. "We really need a centralized consulting point from the investor for specific instructions, because many people are still very vague and do not know exactly what documents to prepare," Mr. Thao expressed his wish.
