On the afternoon of June 4, speaking at the 14th Vietnam Trade Union Congress with the theme: "Operating the trade union organization model to ensure adaptation and efficiency according to the new policy of the Party and regulations of the State", Mr. Le Van Dai - Standing Vice Chairman of the Da Nang City Labor Federation said that the biggest issue in the 2026 - 2031 term is no longer limited to the story of "arranging the apparatus", but the focus must be "how to operate that apparatus to truly adapt flexibly and effectively".
According to Mr. Dai, the arrangement is basically completed in terms of organization, but the operation of the apparatus after arrangement is still inadequate, affecting the quality and efficiency of the trade union organization's operation. Therefore, continuing to innovate and improve the organizational model of the Trade Union apparatus at all levels in an open, flexible, and dynamic direction is one of the breakthroughs of the 2026 - 2031 term.
Standing Vice Chairman of the Da Nang City Labor Federation emphasized that one of the things to do in the coming time is to better understand the new mission of the trade union organization - from mainly protecting the legitimate rights of workers, to accompanying workers to perform the task of building the country, for rapid and sustainable development.
In addition to the decisive factor of having the right policies, a dynamic and professional government apparatus, the most important factor is the number of strong, large-scale enterprises and a team of skilled workers as well as high-quality human resources. Trade unions must be a positive link between the interests of enterprises and workers. Trade unions must be the leading factor in creating proactiveness and dynamism in the production process.
We work well, have productivity, not only creating business growth but also contributing to creating prosperity for the country. Trade unions protect the legitimate and lawful rights and interests of workers, but also accompany businesses and authorities in creating optimal social labor productivity" - Mr. Dai emphasized.
According to the Standing Vice Chairman of the Da Nang City Labor Federation, the strong development of science and technology is the dominant trend, deciding the future of the country. Trade unions must, on the one hand, apply new technologies to the management and organizational building process, and on the other hand, proactively propose ways to handle the negative impacts caused by the application of new technologies. Specifically, coordinate with businesses and functional agencies to reduce the harmful effects caused by the number of workers losing jobs and reducing jobs due to technological changes.
Along with that, it is necessary to soon complete the institution and internal operating regulations, urgently issue specific regulations on the functions, tasks, powers, and relationships of each trade union level after arranging, amending, and supplementing working regulations, building regulations on coordination with the government and the Vietnam Fatherland Front Committees at all levels, ensuring clear people, clear tasks and clear responsibilities.
I want to reiterate the classic definition that salary is a guarantee of life for the employee and their children. In addition to salary, special attention should be paid to the working environment, labor safety, insurance and collective bargaining. Trade unions can only fulfill their political tasks when employees find this place a reliable support" - Mr. Dai said.
