Timely resolution of issues on labor relations, social security, and union member welfare
Mr. Kha Van Tam - Chairman of Nghe An Provincial Labor Federation - shared at the Scientific Workshop "Trade unions with the task of participating in State management, building a socialist rule-of-law state" organized by the Vietnam General Confederation of Labor in coordination with Nhan Dan Newspaper on the morning of August 22.
At the workshop, based on the reality of Nghe An province, Mr. Kha Van Tam - Chairman of Nghe An Provincial Labor Federation - proposed a number of solutions to further enhance the role of trade unions in the new situation.
First of all, according to Mr. Kha Van Tam, it is necessary to focus on training and fostering dialogue, negotiation and mediation skills for union officials; building a rotation mechanism, arranging appropriate officials, prioritizing people with legal qualifications, labor experience and enthusiasm. Grassroots trade unions need to truly become a "home" for workers, proactively grasp the thoughts and aspirations, supervise the implementation of policies, sign quality collective agreements, and bring practical benefits.

At the same time, the Trade Union must closely coordinate with state management agencies on labor (Department of Home Affairs, Economic Zone Management Board), Social Insurance agencies, local authorities and police forces to handle arising cases in a timely and effective manner. In parallel with promoting propaganda, legal education and improving political courage for workers.
Trade unions at all levels need to be strengthened in the direction of streamlining, professionalism, applying information technology in management and operation, creating a channel for quick connection with union members and businesses. Trade unions need to coordinate with other sectors to promptly resolve issues of labor relations, social security, and union members' welfare; promote housing support programs, improve the quality of shift meals, health care, and spiritual life associated with cultural and sports activities. At the same time, the Trade Union must actively participate in developing and reviewing policies, forecasting labor trends to have appropriate strategies; applying technology to survey, disseminate laws and maintaining regular online dialogues with businesses.
"The role of the Trade Union organization in building labor relations, resolving disputes, ensuring political security, social order and safety is extremely important and necessary. To effectively carry out this task, the Trade Union not only needs to play a good role in representing and protecting the legitimate and legal rights and interests of workers, but also needs to be a reliable and strong political force of the Party, a spiritual support for workers" - Mr. Kha Van Tam said.
Union officials are the ones who hold the trust vote of union members
From a research perspective, Lawyer and main lecturer Nguyen Hoang Mai (Union University) proposed 4 groups of solutions to make the role of the Union increasingly promoted.
Accordingly, it is necessary to build a team of brave, qualified and specialized Trade Union officials. According to Ms. Nguyen Hoang Mai, union officials are the ones who "hold the trust certificate" of union members, so they not only need enthusiasm but also have legal capacity, skills in analyzing policies, negotiating and responding to society. When the voice of the Trade Union cadres is convincing enough right from the first step of the policy, the position of the Trade Union organization will be truly affirmed.

Along with that, it is necessary to innovate the method of participating in the project in the direction of "early - from afar". Participating early from the stage of proposing, drafting, providing rich practical data on labor - employment, the Trade Union needs to be more proactive in contributing to shaping policies from the beginning. This both improves the quality of the law and ensures that the law is easier to implement.
Trade unions need to strengthen linkages and coordination in the political system. The trade union cannot be alone in social criticism. It is necessary to coordinate smoothly with the Vietnam Fatherland Front and other socio-political organizations to create a "songuan voice", enhancing the weight and objectivity of the reaction. At that time, the Trade Union will both play a core role and spread the common strength of the great solidarity bloc.
In addition, it is necessary to boldly apply digital technology in participating in law-making. Digitize the process of collecting comments, collecting opinions from union members online, exploiting big data to forecast policy impacts - this is not only an inevitable trend but also the "key" to bringing the voice of workers, even in remote areas, to the policy agenda in a timely and transparent manner.
"These four groups of solutions, if implemented synchronously, will make the role of the Trade Union more strong, proactive and convincing than ever" - Ms. Nguyen Hoang Mai emphasized.

In modern State management, the participation of social organizations is an essential factor to increase efficiency, transparency and accountability. Trade unions are an important subject in the political system of our country, together with the State, contributing to State management by the following methods: Participating in building institutions, legal policies and supervising the implementation of policies and laws, promptly detecting and recommending shortcomings in the process of implementing legal policies.
"When the voice of workers through trade unions is listened to, State management of labor will be more stable, labor productivity and economic and social development will be faster and more sustainable" - Prof. Dr. Tran Ngoc Duong emphasized.
