Da Nang - City Trade Union summarizes 15 years of implementing Resolution 6B/NQ-BCH and the emulation movement "Good at state affairs, good at housework".

Proposing solutions, removing obstacles

On May 22, the Vietnam General Confederation of Labor, Da Nang City Labor Federation organized a conference to summarize 15 years of implementing Resolution 6B/NQ-BCH on mobilizing female workers, civil servants, and laborers in the period of accelerating industrialization and modernization of the country and Directive 03/CT-TLĐ on the emulation movement "Good at work, good at home" among female workers, civil servants, and laborers, period 2010-2025.

Presiding over the conference were Ms. Do Hong Van - Member of the Presidium, Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor; Ms. Nguyen Thi Ngoc Anh - Vice President of the Da Nang City Labor Federation; and chairmen of grassroots trade unions and commune and ward trade unions.

According to Ms. Le Hong Van, Da Nang is a locality with many creative models, or about women's labor, that need to be summarized to spread throughout the country.

Through this seminar, in addition to achievements and results, the Vietnam General Confederation of Labor wishes to receive from the grassroots level proposals on solutions, especially in caring for and protecting female workers; the difficulties that female workers in Da Nang are facing... in order to move towards building a new Resolution, replacing Resolution 6B.

At the seminar, the Da Nang City Labor Federation reported on the summary of 15 years of implementing Resolution 6B/NQ-BCH on mobilizing female workers, civil servants, and laborers in the period of accelerating industrialization and modernization of the country and Directive 03/CT-TLĐ on the emulation movement "Good at work, good at home" among female workers, civil servants, and laborers, period 2010-2025.

The grassroots trade union of Daiwa Vietnam Co., Ltd. raised issues related to the aptitude and challenges of female workers in the context of digital transformation and current job fluctuations.

The grassroots Trade Union of Da Nang Hospital presented a paper on the movement "Good at work, good at home" among female workers, civil servants, and laborers, pointing out limitations and proposing innovations.

Hai Chau Ward Trade Union presented experiences in dialogue and collective bargaining in protecting the rights of female workers as well as proposing policies to make the movement more effective.

Hoa Xuan Ward Trade Union talks about the results of consolidating, consolidating and improving the quality of activities of the Women's Committee of grassroots trade unions and proposes policies for female workers.

The grassroots trade union of 29/3 Textile and Garment Joint Stock Company stated the current situation and recommendations and proposals to improve policies for female workers according to the Labor Code...

Directives and Resolutions truly go into the lives of female workers

Ms. Nguyen Thi Ngoc Anh - Vice Chairwoman of Da Nang City Labor Federation said: Da Nang City Labor Federation after merging manages 1,824 grassroots trade unions with 225,442 union members/246,153 workers, civil servants, and laborers (CNVCLĐ), of which female CNVCLĐ accounts for nearly 60%.

This is a large force, widely present in most fields of socio-economic life, from industrial production, services, tourism to health, education, public administration; making direct and important contributions to the city's development.

At the same time, it is an important gathering and mobilizing object of the trade union organization, a core force in the city's women's movement.

Identifying the work of mobilizing female workers and employees as an important task and being thoroughly grasped in all trade union activities, in the past 15 years, along with the attention of the Vietnam General Confederation of Labour, the City Party Committee, the coordination of Party agencies, authorities, departments, branches, and trade union levels throughout Da Nang city, it has focused on promoting the work of mobilizing female workers and employees, especially female workers at enterprises.

Effectively represent and protect the legitimate and lawful rights and interests of female workers and employees; participate in building, inspecting, and supervising the implementation of regimes and policies related to female workers.

With the achieved results, it can be affirmed that Resolution 6B/NQ-BCH, Directive 03/CT-TLĐ have truly entered the lives of female workers and employees, becoming a source of motivation to encourage women to overcome many difficult challenges, promote talent, intelligence, creativity, intelligence, diligence and hard work, and the good traditions of Vietnamese women" - Ms. Anh said.

However, according to Ms. Anh, the 15 years of implementing Resolution 6B/NQ-BCH and the emulation movement "Good at state affairs, good at housework" of the Da Nang Trade Union still have limitations.

First, the work of propaganda, dissemination, and implementation of Resolutions and Directives in some grassroots trade unions is still formalistic, and the action program is not close to reality. The work of directing inspection and supervision of the movement is sometimes not regular and lacks proactiveness.

Female labor activities in many grassroots trade unions, especially non-state-owned enterprises, are still formalistic, lack depth, and are not regular and practical.

The Mass Women's Committees at some grassroots levels are still weak in capacity, have not promoted their advisory and organizational roles. A part of grassroots trade unions has not yet established women's committees despite meeting the conditions according to regulations.

The funding for women's activities, especially at grassroots trade unions in the non-state sector, is still limited and does not meet the requirements. The situation of debt and evasion of social insurance, health insurance, and unemployment insurance still occurs in a part of businesses, directly affecting the rights of female workers, especially pregnant women or women raising young children.
