Attending the congress were Vice President of the Vietnam General Confederation of Labour Huynh Thanh Xuan; Secretary of Gia Lai Provincial Party Committee Thai Dai Ngoc; Chairman of the Vietnam Fatherland Front Committee of Gia Lai province Nguyen Ngoc Luong; and 200 delegates representing more than 80,000 union members.
Affirming bravery and pioneering role
Speaking at the opening of the 1st Gia Lai Provincial Trade Union Congress, Mr. Ha Duy Trung - Chairman of Gia Lai Provincial Labor Federation - affirmed that the congress is an important political event of the team of workers, civil servants, and laborers (CNVCLD); a milestone showing the bravery, intelligence, aspiration to rise up and pioneering role of the Trade Union organization, contributing to building Gia Lai to develop quite well for the whole country.

The Congress focuses on evaluating the CNVCLD movement and the results of task implementation in the past term (especially after the province's merger), deciding on goals and directions for the 2025-2030 term associated with the Resolution of the Provincial Party Congress and the Provincial Vietnam Fatherland Front Congress. The Congress also reviewed the Executive Committee of the Provincial Labor Federation for the 2023-2028 term; discussed and contributed opinions on the documents of the 14th Congress of the Vietnam Trade Union; contributed opinions on amending the Charter of the Vietnam Trade Union and some other important contents.
Mr. Ha Duy Trung said that in the process of preparing and organizing the congress, trade union levels have received close attention and direction; important opinions and contributions from provincial leaders, leaders of the Vietnam General Confederation of Labor, former provincial trade union leaders through periods and many related agencies and units.

This is an important basis to help the Political Report accurately reflect reality and shape strategic tasks for the next term - a period predicted to have many fluctuations in the labor market, digital transformation, green transformation and international integration.
Chairman of Gia Lai Provincial Labor Federation expressed his gratitude for the concern and companionship of the Party Committee, government, Fatherland Front, socio-political organizations, business community and Trade Union officials.

I believe that the congress will be successful, opening a new, strong and sustainable stage of development for the CNVCLD movement and the Gia Lai Provincial Trade Union organization," Mr. Trung expressed.
Innovating operations, firmly playing the role of caring
Presenting a report at the congress, Ms. Nguyen Thi Bich Thuy - Vice President of Gia Lai Provincial Labor Federation - said that in the 2025-2030 term, the Provincial Trade Union sets a goal to innovate the organization and operation of the Trade Union in a streamlined, flexible, professional and modern direction, strongly focusing on the grassroots level. Maintaining the role of representing, caring for and protecting the legitimate and lawful rights of union members and workers (DV, NLD).
In parallel, the Trade Union strengthens the development of union members, establishes grassroots trade unions (CDCS) and improves the quality of the contingent of officials, contributing to building Gia Lai into a comprehensively developed province.

The Provincial Trade Union sets out 12 annual targets, including: Developing 5,000 new union members/year; 90% of union members are propagated and learn policies and laws; 65% of workers improve their qualifications and professional skills; 100% of state-owned grassroots trade unions and 85% of non-state-owned grassroots trade unions implement democracy regulations; 100% of labor disputes have Trade Union representatives; 1,500 initiatives of union members and workers and 8 research topics are applied and rewarded;
Each grassroots trade union introduces at least 1 outstanding union member to the Party; 100% of trade union officials are trained in professional skills; 90% of commune/ward trade unions, 85% of state-owned grassroots trade unions and 65% of non-state-owned grassroots trade unions achieve good grades; 100% of grassroots trade unions are eligible to establish Women's Unions; inspection and supervision are carried out, at least 20% of businesses are financially inspected; each trade union builds a new model in operation.

3 targets by the end of the term: Strive for the whole province to have over 100,000 union members; 100% of non-state enterprises with 20 or more employees establish trade union organizations; 85% of enterprises and units with trade unions sign collective labor agreements, of which at least 60% reach type B or higher.
3 breakthroughs of the term: Focusing on dialogue, negotiation, signing collective labor agreements on salaries, working hours, occupational safety and health; Developing union members, establishing grassroots trade unions in non-state enterprises and the informal labor sector; Innovating operating methods in the direction of taking union members and workers as the center, promoting digital transformation in propaganda, management and service to union members and workers.
