Mr. Nguyen Dinh Trung - Chairman of the Trade Union of Hai Chau Ward, Da Nang City, said that in the context of the country entering a new era of development with the requirements of digital transformation, streamlining the apparatus and improving the effectiveness and efficiency of the political system, the Vietnam Trade Union organization is also facing the requirement of strong innovation in organization and operating methods.

In particular, the implementation of the 2-level local government model from July 1, 2025 has created a major shift in the Trade Union system. When there is no longer a district trade union level, instead, there are ward trade unions directly under the Provincial and City Labor Federations.
With the characteristic of being the central area of Da Nang city, there are over 500 enterprises with 10 or more employees, mainly small and micro enterprises, dispersed, flexible, with a large fluctuating labor force, posing very high requirements in innovating content, methods of gathering and attracting workers in the new situation.
To date, Hai Chau Ward Trade Union is managing 196 grassroots trade unions with 9,442 union members/11,422 employees. From its establishment to the end of the first quarter of 2026, 19 new grassroots trade unions have been established, developing 1,007 union members, making an important contribution to expanding the scope of influence of the Trade Union organization in the non-state sector, the sector identified as the focus in the current period.
According to Mr. Nguyen Dinh Trung, to achieve this result, Hai Chau Ward Trade Union has had many solutions, the most important of which is to strongly shift the operating thinking from "administrative management" to "serving and creating value for union members".
The Ward Trade Union determines that to attract union members, it must bring specific values. Caring activities such as "Tet reunion", "Trade Union bus trip", support for difficulties, loans, "Trade Union home"... are implemented practically and promptly, creating a clear impression.
Practice shows that when workers are cared for at the right time and in the right need, they will proactively come and stick with the Trade Union organization" - Mr. Trung said.
Improving the quality of collective bargaining
Also according to Mr. Nguyen Dinh Trung, in addition to strongly shifting thinking, Hai Chau Ward Trade Union also strongly develops union member welfare programs in the direction of linking - market - sustainability.

The Ward Trade Union has proactively signed and maintained cooperation with 5 businesses in the Launching Ceremony of the Workers' Safety and Health Month - Workers' Month 2026, providing essential services such as health, education, consumption, insurance... to bring practical incentives to union members.
The implementation of the model "Each grassroots trade union - one benefit for union members" has contributed to creating a welfare ecosystem, enhancing the value of participating in the Trade Union organization. This is a new approach, suitable for the market mechanism, contributing to increasing the attractiveness of the organization.
Hai Chau Ward Trade Union also focuses on improving the quality of collective bargaining, affirming the representative role of the Trade Union in labor relations.
The ward trade union focuses on guiding and supporting grassroots trade unions to implement dialogues and substantive negotiations with employers. The rate of units with collective labor agreements reaches over 75%, the content is increasingly going deeper, focusing on salaries, meals, working conditions and welfare regimes. Through this, workers clearly see the role of the Trade Union not only as a movement organization but also as a representative organization, protecting their practical rights.
Hai Chau Ward Trade Union also innovates methods of approaching workers in the small and micro enterprise sector.
With the specific characteristics of the area, the Ward Trade Union does not wait for businesses to propose but proactively approaches, surveys, and mobilizes directly at the grassroots level; through the business association in the area. Trade union officials are assigned according to the area and industry to closely follow reality and grasp the thoughts of workers. The process of establishing grassroots trade unions is implemented flexibly, suitable for the conditions of small businesses. This is a suitable approach in the new context" - Mr. Trung said.
Finally, Hai Chau Ward Trade Union focuses on promoting digital transformation in Trade Union activities, gradually forming "digital trade unions".
The Ward Trade Union has effectively used digital platforms such as Zalo, Facebook, and fanpages to connect union members and transmit information quickly and promptly. At the same time, it organized digital skills training and AI application for grassroots trade union officials, and deployed the digital literacy movement to officials, union members, and workers in the area.
Digital transformation is not just a tool but is becoming a new operating method, helping Trade Unions better access the young, flexible workforce.
