At the conference, the Executive Committee of the City Labor Federation exchanged, discussed, and agreed on the contents of the action program to implement the Resolution of the 1st Congress, the content of the full-term program, and tasks for 2026. Delegates also approved the union member development program for the period 2026-2030, assigned tasks to the executive committee, and the City Labor Federation's Inspection Committee for the 2025-2030 term.
Representatives of commune, ward, and special zone trade unions also shared advantages and difficulties after the operation period. At the same time, they proposed solutions to improve the operation of trade unions in communes and wards in the coming time to meet requirements and tasks, especially in the task of propaganda and mobilization to develop union members and establish grassroots trade unions.
Also at the conference, some trade unions of businesses informed about the production and business situation after Tet, sharing difficulties in labor shortages after Tet. Accordingly, after Tet, 349 businesses in industrial parks and clusters need to recruit more than 35,000 workers. Meanwhile, the recruitment process is facing difficulties due to the scarcity of local labor; proposing the City Labor Federation to coordinate support.

Speaking at the conclusion of the conference, Mr. Nguyen Anh Tuan - Chairman of Hai Phong City Labor Federation - acknowledged the efforts of units in the past time. To successfully implement the Resolution of the first City Trade Union Congress, the Chairman of the City Labor Federation also requested the Executive Committee to focus highly on the contents and work, in the immediate future, tasks in 2026.
Regarding the current situation of businesses facing difficulties in labor sources, leaders of the City Labor Federation said that last year, the City Labor Federation successfully organized the 2025 Job Fair, connecting tens of thousands of workers. In 2026, the City Labor Federation will also continue to implement activities to support businesses in recruitment. Along with that, it is proposed that the city supplement policies on social housing as well as social security policies, creating a basis to attract foreign workers to work in the city.
