Hai Phong City Labor Federation manages 2,865 grassroots trade unions with 645,176 workers, civil servants and laborers, of which 619,015 trade union members. In 2025, the city's Trade Union activities have had many clear changes, showing the spirit of comprehensive innovation according to the requirements of Resolution No. 02-NQ/TW and the orientation of streamlining and modernizing the organizational structure.
Regarding the work of caring for the material and spiritual life of union members and workers, the Hai Phong City Labor Federation awarded 300,000 gifts and bus tickets, worth more than 220 billion VND on the occasion of the Lunar New Year of the Snake; supported the construction and repair of 67 Trade Union Warm Houses for union members and workers in difficult circumstances with a total amount of more than 3.2 billion VND. 295 grassroots trade unions organized "Trade Union Meals" for 173 thousand union members and workers, with a total budget of more than 11 billion VND...

In 2025, the City Labor Federation established 237 grassroots trade unions, developed 69,829 new union members, an increase of 47,741 union members. Trade union levels introduced 2,925 outstanding union members to the Party for consideration and admission, reaching 100% of the plan. The whole city currently has 2,610/2,819 grassroots trade unions implementing collective labor agreements (reaching 90.2%), of which 369 are type A agreements (accounting for 14.1%)...
Attending and giving directing speeches at the conference, Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong acknowledged and highly appreciated the achievements of trade union levels in Hai Phong City in 2025.
With the theme "Trade union members and workers emulation in innovation - Promoting digital transformation - Improving productivity and efficiency, determined to bring the resolutions of the Party, Fatherland Front and trade union into life", the Standing Vice President of the Vietnam General Confederation of Labor proposed that in 2026, the Hai Phong City Labor Federation continue to strongly innovate the content and methods of propaganda and mobilization in a proactive, timely and effective direction; through digitization, connection and use of communication materials in cyberspace so that workers can easily access and understand correctly.

City Trade Union levels organize the thorough implementation throughout the system of results and Resolutions of the 14th National Congress of the Party, the Vietnam Fatherland Front Congress and the 14th Congress of the Vietnam Trade Union, in addition to building action programs for implementation suitable for each type of grassroots level to organize effective implementation.
The City Labor Federation proactively grasps the employment situation, life, income, and working conditions of workers, civil servants and laborers; effectively implements collective dialogue and negotiation; promotes the signing and supervision of collective labor agreements that are more beneficial to workers with specific results and figures. In which, pay attention to salaries, bonuses, time and working environment, occupational safety and health issues, and health care for workers, especially female workers. Along with that, research and include in the agreement mechanisms to encourage and treat employees with initiatives that bring value and benefit to businesses; have training and retraining policies, especially digital skills, to help employees adapt and have sustainable jobs in the new context.

Trade union levels focus on mobilizing resources, closely coordinating with employers to organize support and care for union members and workers better and better. In the immediate future, organize Tet care activities for union members and workers with the motto "All union members and workers have Tet".
Hai Phong City Labor Federation effectively organizes patriotic emulation movements in 2026 in a practical and in-depth direction, taking practical efficiency as a measure. At the same time, promote digital transformation in trade union organizations and activities, considering this an inevitable requirement and a breakthrough.
Hai Phong Trade Union continues to innovate the content and methods of Trade Union operation according to the new organizational model and apparatus, establish and improve the quality of operation of the commune and ward trade union model; pay attention to developing union members, paying attention to the informal sector, where there are no labor contracts, establishing grassroots trade unions associated with improving the quality of trade union organization operations, building strong trade union organizations.

Standing Vice President Thai Thu Xuong also emphasized the task of taking care of building a contingent of trade union officials to meet new requirements. Trade union officials need to pioneer in innovating thinking, methods, and styles in the direction of being close to the grassroots level, close to union members, saying and doing. On the other hand, improve overall capacity, ability to undertake many tasks in streamlined apparatus conditions; reduce meetings, speak concisely, write briefly, strengthen going to the grassroots level and promptly resolve petitions from union members and workers.
At the conference, the Vietnam General Confederation of Labour and the Hai Phong City Confederation of Labour awarded emulation flags and certificates of merit to collectives and individuals with outstanding achievements in trade union activities and the CNVCLD movement of the city in 2025. The City Labor Federation launched the emulation movement in 2026.
