The National Assembly has passed the Law on Digital Transformation, which takes effect from July 1, 2026.
This law reserves a separate section to regulate finance for digital transformation.
Accordingly, the Law stipulates that the State ensures spending for annual digital transformation at least 1% of the total state budget expenditure, deducting from the total expenditure source at least 3% of the state budget for science and technology development, innovation and digital transformation.
At the same time, gradually increase according to development requirements to implement the Party and State's guidelines and policies in each period.
The state budget allocated for digital transformation to serve national defense and security is implemented according to the provisions on some specific contents in the State Budget Law, the provisions of this Law and is summarized in total expenditures for science, technology, innovation and digital transformation.
Non-state budget financial sources include: legal financial sources of enterprises, organizations, and individuals; Science and Technology Development Fund of enterprises, organizations, and public service units; other legal financial sources as prescribed by law.
Regarding state budget expenditure for digital transformation, the Law specifically stipulates the expenditure tasks of the state budget for digital transformation activities according to corresponding clauses.
The Government regulates the management of investment, procurement, and leasing of services and specific mechanisms for pilot development in digital transformation using state budget capital; state budget expenditure tasks and decentralization of expenditure tasks between the central budget and local budget for digital transformation.
The Law also clearly states that Ministries, ministerial-level agencies, government-attached agencies, and other central and local agencies propose to use the state budget for digital transformation to ensure compliance with the strategy, programs, and plans for digital transformation specified in this Law.
