Changing the approach to developing union members
In 2024, the Ninh Thuan Provincial Federation of Labor was assigned by the Vietnam General Confederation of Labor to develop 4,200 union members. This is the highest union member development target ever for Ninh Thuan province. To achieve this target, the Standing Committee of the Ninh Thuan Provincial Federation of Labor has proposed 4 key solutions, including identifying and focusing on developing union members in industrial parks (IPs) in the area and attracting union members from the informal sector.
Ms. Ho Thi Xuan Hanh - Chairwoman of the Trade Union of Industrial Parks in Ninh Thuan Province - shared that since the beginning of the year, the Trade Union of Industrial Parks has actively coordinated with the management board of the provincial Industrial Parks, proactively grasped the situation to coordinate and mobilize union members in all aspects. First, it is to organize communication programs to raise awareness of workers and enterprises about the benefits of participating in the Trade Union organization. Support enterprises to establish grassroots trade unions conveniently, in accordance with the law; coordinate to monitor the implementation of regulations related to labor contracts, wages, social insurance, etc. to ensure the rights of workers, thereby building trust in the Trade Union organization among workers in industrial parks. Since then, 3 grassroots trade unions have been established, with 2,989 new union members.
In Ninh Hai district - an area with a large concentration of sea workers - last year, 5 unions were mobilized and established, with actual union membership increasing by 341 members, reaching 189% of the target, of which informal union members reached 617% of the target.
Sharing about how to propagate and mobilize union members and establish informal trade unions with high results, Mr. Nguyen Phan - Chairman of Ninh Hai District Labor Federation - said: "Thanks to the synchronous implementation of many propaganda solutions, especially the survey and propaganda work to mobilize workers. Practice shows that in addition to the propaganda responsibility of the district and grassroots Labor Federation, the local Party Committee and government that take drastic action will have higher success."
Results from innovation at all levels of trade unions
According to Mr. Tran Van Dong - Chairman of the Ninh Thuan Provincial Federation of Labor, in 2024, all levels of the provincial Federation of Labor made efforts to overcome difficulties and challenges, completing 13/13 targets set by the Provincial Federation of Labor Executive Committee, of which 9 targets were exceeded. Ninh Thuan also completed 10/11 targets assigned by the Vietnam General Confederation of Labor, with 8 targets exceeded.
To achieve the above results, Mr. Dong said: "Trade unions at all levels have gradually innovated their activities, focused on leadership, direction and organization of the implementation of targets and tasks in the year to achieve positive results". The task of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers has been enhanced, especially the work of participating in the development and improvement of policies and laws.
Last year, the trade union at all levels had dialogues and negotiations with employers to adjust the value of shift meals at 15 enterprises (exceeding the annual target by 50%). With many solutions, the Ninh Thuan trade union at all levels has developed 3,349 more union members and achieved 80% of the target assigned by the Vietnam General Confederation of Labor (4,200 union members). The total number of union members currently managed by the provincial trade union is 38,259 union members/24,027 women. In 2024, the Ninh Thuan provincial trade union will establish 24 grassroots trade unions in non-state enterprises (exceeding the annual target by 20%), and establish 6 grassroots trade unions in the informal sector (exceeding the target assigned by the Vietnam General Confederation of Labor by 100%).
There are 11 trade unions directly above the grassroots level that have completed their tasks well, achieving 100% of the annual target. The entire system has introduced 745 union members to the Party Committee for consideration and training, exceeding 5% of the annual target and the target assigned by the Vietnam General Confederation of Labor. There are 32,250 union members and workers who have been propagandized, disseminated, studied, and thoroughly understood the Party's guidelines and resolutions, the State's policies and laws related to labor and trade unions, exceeding 4% of the annual target...
