The Congress was attended by Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor; Mr. Kha Van Tam - President of the Nghe An Provincial Federation of Labor; Mr. Ngo Duc Kien - Party Secretary, Chairman of the People's Council of Cua Lo Ward and 60 delegates representing union members and workers in the whole ward.
Cua Lo Ward Trade Union was established and put into operation from July 2025, marking a new transition to the ward-level trade union organization model under the Trade Union Law (amended). Currently, the ward union directly manages 29 grassroots unions with 1,548 union members, including 1,080 female workers.
In recent times, the Ward Union has quickly perfected the apparatus, issued operating regulations, assigned clear tasks and implemented many practical activities towards union members and workers such as visiting, giving gifts, supporting people in storm-hit areas, organizing the "Union Meal" program, directing 6/6 non-public educational institutions to organize the Democratic Conference at the beginning of the 2025 - 2026 school year.

The ward union also actively participates in movements launched by the locality such as "Green Sunday", flood prevention work, and ensuring occupational safety and hygiene. The Fanpage and Zalo group of the Ward Union are active, helping to quickly convey information to grassroots unions.
Entering the 2025 - 2030 term, Cua Lo Ward Trade Union identified the key goal of representing and protecting the legitimate and legal rights and interests of union members and workers; building a team of union officials with courage, intelligence, and responsibility; innovating methods of operation, strengthening propaganda, improving qualifications, professional skills, and awareness of labor discipline.
The Congress agreed on specific targets: establishing 2 - 3 more grassroots unions, bringing the total number of union members to 1,800 - 2,000 people; having at least 91% of grassroots unions sign Collective Labor Agreements (of which 40% reaches type A); 100% of units implementing democratic regulations and operating activities in cyberspace.

Speaking at the congress, Secretary of the Cua Lo Ward Party Committee Ngo Duc Kien acknowledged the achieved results and at the same time requested the Ward Union to continue to strongly innovate its methods of operation, effectively implement the 2024 Trade Union Law and Resolution 02 of the Politburo; focus on developing union members, improving the quality of grassroots unions and promoting propaganda and management of union members in cyberspace.
Chairman of Nghe An Provincial Federation of Labor Kha Van Tam emphasized that this is a new ward-level union model, with many difficulties, so it is necessary to "work while perfecting", closely following the instructions of the superiors. He believes that with proactiveness, creativity and solidarity, the Cua Lo Ward Trade Union will soon affirm its role, becoming a bright spot in the province's grassroots trade union system.

The Congress also approved the decision to appoint 9 comrades in the Executive Committee, Standing Committee, Inspection Committee, and key positions of the Ward Trade Union for the 2025-2030 term. Accordingly, Mr. Hoang Van Hop holds the position of Chairman of the Cua Lo Ward Trade Union.
