Accordingly, the National Assembly Standing Committee resolved to rearrange Vinh city, Cua Lo town, Nghi Loc district and affiliated commune-level administrative units as follows:
Merge the entire natural area of 29.09 km2, population of 77,813 people of Cua Lo town and the entire natural area of 6.17 km2, population of 11,884 people of Nghi Xuan commune, the entire natural area of 6.12 km2, population of 10,409 people of Phuc Tho commune, the entire natural area of 9.50 km2, population of 11,006 people of Nghi Thai commune and the entire natural area of 10.35 km2, population of 11,831 people of Nghi Phong commune of Nghi Loc district into Vinh city.
Arrange the commune-level administrative units of Vinh city as follows:
Establish Hung Dong ward on the basis of the entire natural area of 6.42 km2 and population of 17,784 people of Hung Dong commune.
Establish Hung Loc ward on the basis of the entire natural area of 6.72 km2 and population of 26,321 people of Hung Loc commune.
Establish Nghi Phu ward on the basis of the entire natural area of 6.47 km2 and population of 25,032 people of Nghi Phu commune.
Establish Nghi Duc ward on the basis of the entire natural area of 5.69 km2 and population of 9,365 people of Nghi Duc commune.
Merge the entire natural area of 0.50 km2 and population of 8,692 people of Hong Son ward into Vinh Tan ward.
Merge the entire natural area of 0.67 km2, population of 12,618 people of Doi Cung ward and the entire natural area of 0.87 km2, population of 13,713 people of Le Mao ward into Quang Trung ward.
Arrange the commune-level administrative units of Nghi Loc district as follows:
Establish Dien Hoa commune on the basis of merging the entire natural area of 4.98 km2, population of 7,038 people of Nghi Hoa commune and the entire natural area of 6.86 km2, population of 9,785 people of Nghi Dien commune.
Establish Thinh Truong commune on the basis of merging the entire natural area of 5.60 km2, population of 6,040 people of Nghi Thinh commune and the entire natural area of 8.72 km2, population of 6,687 people of Nghi Truong commune.
The resolution also outlines the arrangement of commune-level administrative units in Do Luong, Nghia Dan, Quynh Luu, Con Cuong, Thanh Chuong, Dien Chau, Hung Nguyen, Nam Dan, Yen Thanh, and Anh Son districts.

This Resolution comes into force from December 1, 2024.
From the effective date of this Resolution, Nghe An province has 20 district-level administrative units, including 17 districts, 2 towns and 1 city; 412 commune-level administrative units, including 362 communes, 33 wards and 17 towns.
