Held over 2 days of October 12-13, the Congress summarized and evaluated the results of the work for the 2020-2025 term, reviewed the leadership and direction of the Government Party Committee for the 2020-2025 term; determined the direction, goals, tasks and solutions for the 2025-2030 term; discussed and contributed opinions to the draft Central documents to submit to the 14th National Congress of the Party.
The draft documents submitted to the Congress include: Political report; Report on reviewing the leadership and direction of the Government Party Committee for the 2020-2025 term; Resolution of the Congress; Action program to implement the Resolution of the First Government Party Congress.
In the working session on the afternoon of October 12, the Congress organized 15 groups to discuss the draft documents of the Congress and the draft documents to be submitted to the 14th National Party Congress.
Prime Minister Pham Minh Chinh attended the No. 1 discussion group, including 33 delegates from 3 delegations: Party Committee of the Ministry of Education and Training; Party Committee of Vietnam Television; Party Committee of Vietnam National Industry - Energy Group. The Head of the Discussion Team is Member of the Party Central Committee, Minister of Education and Training Nguyen Kim Son.
Delegates in the discussion groups assessed that the documents submitted to the Congress have been seriously, methodically, scientifically, intellectually, democratically and in accordance with regulations; comprehensively, objectively, practically and updated, supplementing many contents according to the new guiding ideology of the Central Committee, the General Secretary, key leaders, and leaders of the Party and State.
In the 2020-2025 term, the two Party Committees of the Bloc, the Government Party Committee and the Party Committee, the Standing Committee of the Government Party Committee (from February 2025 to present) have focused on leading and directing the strict implementation of the Resolution and Directive of the Central Committee, comprehensively, synchronously and effectively implementing all aspects of Party building work.
At the same time, innovate leadership and management methods; maintain discipline and order; strengthen inspection, examination, supervision, prevention and combat of corruption, waste, negativity and mass mobilization work, especially government mass mobilization.
Regarding the implementation of political tasks, the Government Party Committee has focused on leading and directing Party committees and affiliated Party organizations to closely follow the Party's guidelines and policies, synchronously, effectively and comprehensively implementing tasks and solutions in all fields.
In particular, in the last 2 years of the term, the strategic tasks and decisions of the Party and State have been resolutely, flexibly and effectively directed, especially the arrangement and streamlining of the apparatus, building a model of organizing local government at 2 levels, the Resolutions of the Politburo in all fields, creating a solid foundation to bring our country into a new stage of development.
Regarding the arrangement of the apparatus, deploy a 2-level local government model, after the arrangement and streamlining of the Government apparatus, reduce 8 ministries, ministerial-level agencies, and agencies under the Government, to 14 ministries and 3 ministerial-level agencies (equivalent to a reduction of 32%).
The number of provincial-level administrative units decreased from 63 to 34; district-level administrative units ceased operations; the number of commune-level administrative units decreased from 10,035 to 3,321 (equivalent to a decrease of 67%).
The total number of state administrative staff decreased by 145,000 civil servants and public employees; regular expenditure decreased by 39,000 billion VND/year.
