In 2026, the Provincial Trade Union will implement a work program with many specific targets, taking the development of union members as a xuyen suot task. The entire system strives to admit an additional 20,000 union members, expanding the coverage of trade union organizations in enterprises and non-state sectors.
Along with force development, the provincial-level trade union presides over the implementation of one social criticism meeting and ten supervision meetings of draft laws and policies directly related to union members and workers, ensuring compliance with the spirit of Decision 217 of the Politburo.
The quality of grassroots trade union activities continues to be set with higher requirements. At least 80% of grassroots trade unions in the public service sector, 90% of state-owned enterprises, and 70% of non-state-owned enterprises have completed their tasks well, of which 20% have achieved excellent levels.
Propaganda and education work is focused on comprehensively. Strive for 100% of trade union officials to study and thoroughly grasp the resolutions of the Party, the Fatherland Front and the Trade Union; over 85% of union members and workers to be disseminated with relevant guidelines, policies and laws.
At the same time, the Trade Union participates in promoting at least 65% of workers in enterprises to study, improve their qualifications and professional skills, meet production and business requirements and adapt to technology transformation.
Party building work among workers is concerned. Each grassroots trade union strives to introduce at least one outstanding union member to the Party for consideration, fostering, and creating a source for developing new party members from the worker and labor movement.
Improving the capacity of the contingent of officials continues to be a key requirement. In 2026, 100% of newly elected grassroots trade union presidents will be trained and fostered in forms suitable to the practical conditions of each unit and locality.
The creative labor movement is being promoted, striving to have at least 20 individuals awarded Creative Labor Certificates and 200 initiatives recognized, contributing to improving productivity, efficiency, and improving working conditions for workers.
Regarding the implementation of grassroots democracy regulations, 100% of grassroots trade unions in public non-business sectors and at least 85% of non-state trade unions coordinate to issue and fully implement, ensuring the right of employees to participate in management.
In addition, the trade union strives for over 80% of union members and employees to participate in cultural and sports activities; 100% of trade unions are eligible to establish the Mass Women's Union; collect and audit trade union finances to meet requirements and in accordance with regulations.
