12 latest policies on health insurance that people need to know

Decree 188/2025/ND-CP of the Government has just been issued, detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI).

According to the Ministry of Health, this Decree has 12 new points.

Adding health insurance support levels for students

First, add cases that are not considered evasion of health insurance payment. The Decree stipulates that the cases in Point a, Point c, Clause 1, Article 48b of the Law on Health Insurance are not considered as evasion of health insurance payment when there is one of the reasons announced by the competent authority on natural disaster prevention, emergency situation, civil defense and disease prevention and control.

Second, supplement regulations on health insurance support levels for some subjects as follows:

+ Support at least 50% of the health insurance premium for victims according to the provisions of the Law on Prevention and Combat of Human Trafficking. The support period is 1 year from the date the subject is identified by the competent authority as a victim according to the provisions of the Law on Prevention and Combat of Human Trafficking.

+ Support at least 50% of the health insurance premium for health workers in villages and hamlets.

+ In particular, the Decree stipulates the increase in health insurance support for students from 30% to 50%.

This regulation is of great significance in expanding coverage and enhancing access to health services for people, especially vulnerable groups.

Third, amend and supplement the responsibility of the agency implementing the transfer of health insurance payment funds and the agency making a list of health insurance cards for groups of subjects participating in health insurance.

Diversifying forms of health insurance card issuance

Fourth, supplement regulations on procedures for issuing health insurance cards. The Decree specifically guides the implementation of procedures for issuing electronic and paper health insurance cards to health insurance participants on the National Public Service Portal or through the application of the social insurance agency or directly at the one-stop department of the social insurance agency, or sent via public postal service to the social insurance agency.

The regulation of a variety of forms of health insurance card issuance helps people to easily and quickly carry out procedures, saving time and travel costs.

Fifth, supplement regulations on health insurance examination and treatment contracts.

Sixth, amend and supplement a number of regulations on payment of medical examination and treatment costs between social insurance agencies and medical examination and treatment facilities.

Seventh, supplement the regulation on direct payment to health insurance participants.

Eighth, amend and supplement regulations on adjusting the rate of expenditure for health examination and treatment under health insurance, preventive expenditure and health insurance activities from health insurance contributions.

Ninth, amend and supplement regulations on making revenue and expenditure estimates, notifying expected expenditure numbers and settling health insurance fund revenue and expenditure.

Tenth, supplement regulations on the responsibilities of agencies and units in applying information technology and digital transformation in implementing health insurance.

Once, amend and supplement the responsibility for organizing the implementation of agencies and units. Accordingly, the Decree has amended and supplemented the responsibility for organizing the implementation of the Ministry of Health, the Ministry of Finance, the Ministry of Social Insurance of Vietnam under the Ministry of Finance and relevant ministries and branches to ensure favorable conditions in organizing and implementing health insurance policies.

Transitional provisions when implementing the two-level government

Twelve, stipulate transitional provisions in the implementation phase of arrangement, reorganization, and merger when implementing the arrangement of the 2-level local government apparatus.

Accordingly, for medical examination and treatment facilities, a number of contents will continue to be implemented until December 31, 2025, including: using the price of health insurance medical examination and treatment services that has been prescribed by competent authorities, approved until competent authorities prescribe, and approve prices for new facilities.

The operating licenses that have been granted to medical examination and treatment facilities will continue to be used for old and new facilities to conduct medical examination and treatment and maintain the validity of the signed health insurance medical examination and treatment contract until the health insurance medical examination and treatment contract for the new facility is signed under the new operating license.

Initial health insurance examination and treatment registration of health insurance participants and the number of health insurance cards allocated to initial health insurance examination and treatment registration establishments will continue to be used for the new facility until there are instructions from the Department of Health.

The code of the medical examination and treatment facility, the seal of the medical examination and treatment facility, the seal of the facility under the name of the facility signing the health insurance examination and treatment contract before the date of arrangement, reorganization, merger, and change of name shall continue to be used until the new facility is issued a new code or new seal. In case the medical examination and treatment facility has its old seal revoked but has not been issued a new seal, it is allowed to complete the procedure after having a new seal.

The health insurance card and the health insurance card information with the changed content will continue to be used until adjusted by the competent authority.

These transitional provisions aim to ensure the rights of health insurance participants, continuity in paying for health insurance examination and treatment costs, thereby ensuring stable operations of medical examination and treatment facilities during the reorganization and reorganization period when implementing the organization of the 2-level local government apparatus.

The Decree takes effect from August 15, 2025.
