Businesses owe insurance, workers lose benefits
On May 9, at the meeting and dialogue between the National Assembly Delegation, the Chairman of the City People's Committee and trade union members and workers in 2026, the issue of businesses delaying and evading social insurance contributions was of concern to many workers.
Mr. Le Thanh Trung, representative of Phu Thanh My Company, reflected the reality that many businesses in the area owe insurance with large amounts, some units owe up to tens of billions of VND. The prolonged delay in paying insurance makes it difficult for workers to enjoy basic benefits.

Employees are still deducted salaries every month to pay full insurance, but businesses do not submit them to functional agencies. When workers are sick, pregnant or quit their jobs, they are not entitled to benefits, and insurance books cannot be finalized to transfer to new units. This is an act that directly infringes upon our rights," Mr. Trung expressed.
Faced with the situation of businesses delaying, Mr. Trung proposed that the city should have stronger measures, strictly implement the sanctions of the Penal Code against business owners who intentionally evade insurance contributions to ensure deterrence.
Failure to pay for more than 6 months will transfer the file to the Police agency
Answering this question, Mr. Nguyen Qui Quy - Deputy Director of Da Nang City Department of Home Affairs said that the city will tighten management of businesses owing insurance based on the new legal regulations of the 2024 Social Insurance Law.
Informing workers, Mr. Nguyen Qui Quy emphasized that the handling process will be implemented more drastically to protect workers' rights.
After functional agencies conduct inspections and impose administrative penalties, if within 6 months the enterprise still does not fulfill its obligation to pay insurance, that act will be classified as evasion of social insurance contributions. This is the basis for functional agencies to coordinate and transfer dossiers to the Police agency to conduct investigation and criminal handling according to Article 216 of the Penal Code," Mr. Quy affirmed.
To ensure social security for workers, in the coming time, the city will synchronously implement solutions such as: Strengthening unexpected inter-sectoral inspections at large debt units; publicizing the names of enterprises owing social insurance on mass media and not considering rewards for these units.
City leaders emphasized that insurance premiums are the property of workers and the city will apply necessary measures to ensure the legitimate rights of workers.
