Many female workers are disadvantaged when giving birth because they are not fully insured for social insurance.
As Lao Dong Newspaper has reported, 137 workers of Vinh Thong Company have authorized trade union officials of the Ho Chi Minh City Labor Federation to sue the company to claim nearly 3.1 billion VND in salary and pay social insurance with an amount of nearly 4.8 billion VND. After having judgments and decisions recognizing the agreement of the parties, Vinh Thong Company has paid a part of the salary to workers. The social insurance contribution that Vinh Thong Company promised to pay at the end of February 2026 has not yet been implemented.
Following that, 14 other workers, including many female workers who did not receive maternity benefits, authorized officials of the Legal Consulting Center of the Ho Chi Minh City Labor Federation to sue Vinh Thong Company to request social insurance contributions.
Ms. Nguyen Thi Kieu Loan - formerly a worker at Vinh Thong Company - informed that because she was not fully insured for social insurance and health insurance, when she gave birth (March 2025), she was not reimbursed for hospital fees and was also not paid a 7-month maternity allowance by the social insurance agency (because she gave birth to twins).
Similarly, Ms. Duong Thi Mong Ngoc - formerly the chain manager of Vinh Thong Company - shared that she also suffered many losses when giving birth (December 2024) because the company did not pay social insurance from June 2024 to July 2025.
Mr. Duong Van Thuan - official of the Legal Consulting Center of the Ho Chi Minh City Labor Federation, who was authorized by 14 workers to sue Vinh Thong Company - informed that after the workers sued, the District 9 Court, Ho Chi Minh City had a working session and issued a decision recognizing the agreement of the parties, accordingly, by June 30, 2026, Vinh Thong Company will fully pay social insurance for the workers.
Because there is a decision from the Court, we respect that decision. After June 30, if Vinh Thong Company does not fully pay social insurance for these workers, we will file a request for judgment enforcement to force the company to fully pay social insurance to ensure the rights of employees" - Mr. Thuan said.
Social insurance book closing date not yet determined
In a recent working session with functional agencies, representatives of Ho Chi Minh City Social Insurance said that since 2024, Social Insurance has had specialized inspections on the social insurance contributions of Vinh Thong Company and has concluded that the company has many violations in paying social insurance for workers.
Ho Chi Minh City Social Insurance has transferred the case file for the Ho Chi Minh City People's Committee to issue a decision to sanction administrative violations against Vinh Thong Company. After that, Ho Chi Minh City Social Insurance continued to issue documents urging and requesting Vinh Thong Company to pay fines and remedy social insurance contributions for workers, but this enterprise still did not implement it. Ho Chi Minh City Social Insurance has transferred the case file to the competent police agency for consideration and handling according to regulations. As of April 17, 2026, Vinh Thong Company is currently late in paying social insurance for more than 16 billion VND.
Also in this working session, a representative of the Tan Binh Industrial Park Management Board added that Vinh Thong Company still owes the Tan Binh Industrial Park Management Board 372 million VND and is required to have a solution.
Regarding the fact that wages owed to workers have not been fully paid to date, Mr. Dinh Tuan Anh, authorized representative of Vinh Thong Company, explained that because the ship received goods late, the shipment was delayed, leading to the payment of partners also being delayed. Mr. Tuan Anh committed that by April 25 at the latest, the company will pay off the remaining wages owed to workers. However, according to the reflection of many workers and the verification of Lao Dong Newspaper with the Legal Consulting Center of the Ho Chi Minh City Labor Federation, the authorized place of workers, said that as of the morning of April 26, workers had not yet received the wages that Vinh Thong Company promised to pay.
Regarding social insurance contributions, Mr. Dinh Tuan Anh affirmed that he is coordinating with the bank to support the company with a sum of money to pay social insurance for workers. However, so far, the bank has not yet given an opinion, so the company has not yet specifically determined the time to fully pay social insurance for workers.
