Da Nang reviews each address to expand trade union membership

The Chairman of the Da Nang City Labor Federation requested all levels of the City Trade Union to specifically review each enterprise, each address with workers participating in social insurance to develop trade union organizations more effectively.

Developing union members from the very large remaining room

In the first 6 months of 2026, the Da Nang City Labor Federation has newly established 148 grassroots trade unions, admitting 11,229 union members. This is a positive result in the context that many businesses are still facing difficulties in production and the labor market is fluctuating after the process of arranging the organizational structure.

In addition to union member development, trade union levels also synchronously deploy many activities to care for and protect workers' rights. More than 1,000 turns of union members and workers were consulted on laws, had direct and online dialogues; 46 cases were guided to carry out complaint, mediation, and lawsuit procedures related to salaries, social insurance and other rights.

The emulation movement for creative labor continues to be maintained with more than 500 initiatives and technical improvements being applied in practice, bringing benefits of over 100 billion VND to agencies, units and businesses.

However, according to Ms. Phan Thi Thuy Linh - Chairwoman of the Da Nang City Labor Federation, the above results only reflect part of the potential for developing union members in the area. Da Nang City still has a very large force of workers who have not participated in the Trade Union organization. According to Ms. Linh, the number of people participating in social insurance in the area has now exceeded 500,000 people, while the total number of new trade union members is about 220,000 people.

After eliminating the force of civil servants, public employees and workers of central units located in the area, there are still many workers working at enterprises but have not joined the Trade Union organization. That is the space that needs to be exploited in the coming time.

Reviewing each business to mobilize effectively

According to the Chairman of the Da Nang City Labor Federation, to develop sustainable union members, it is not possible to only assign targets but it is necessary to identify the right address, the right enterprise and the right target audience.

I request comrades in the organization department to continue to coordinate with Social Insurance to provide clear and specific addresses. It is necessary to coordinate with Social Insurance, the Police and related units to carefully review" - Ms. Phan Thi Thuy Linh emphasized.

According to Ms. Linh, the characteristic of Da Nang is that small and micro enterprises account for about 90% of the total number of enterprises. Meanwhile, the number of enterprises with over 1,000 employees is only about 24-25 enterprises. This means that if only focusing on large enterprises, the room for developing union members will be very limited. To expand the Trade Union organization, trade union levels must approach thousands of small-scale enterprises, where each unit only has a few dozen, even a few workers.

This is also a group of businesses with many difficulties in mobilization work because workers are frequently fluctuating, production scale is small, and business owners pay little attention to the establishment of Trade Union organizations. Therefore, the coordination of data sharing between the Trade Union and Social Insurance and functional agencies will help accurately identify operating businesses, the number of workers participating in social insurance as well as places without Trade Union organizations to develop appropriate mobilization plans.

Also according to Ms. Linh, Da Nang City Labor Federation is also completing the Trade Union application, expected to be launched on July 28. The application will integrate propaganda information, welfare programs for union members and support management of union member fluctuations in the area.
