Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor chaired the conference.
Attending the conference were: Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong; Vice Presidents of the Vietnam General Confederation of Labor: Phan Van Anh, Huynh Thanh Xuan, Nguyen Xuan Hung. Representatives of the Central Party Building Committees attended the conference.
Speaking at the opening of the conference, Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor, emphasized a number of issues for the Presidium to study, discuss and decide.
Regarding the draft contents to serve the 14th Congress of the Vietnam General Confederation of Labor, Chairman Nguyen Dinh Khang said that the 14th Congress of the Vietnam General Confederation of Labor is expected to be held in June 2026. This is the first Congress according to the new organizational model, compared to previous congresses, the preparation time for the congress's contents is much shorter, the progress is urgent, requiring high concentration and great effort.
In the past time, the Document Subcommittee, the Subcommittee for amending and supplementing the Charter and the working department have worked actively, researched and developed the first draft of the Political Report to submit to the Congress, the Draft to supplement and amend the Charter of the Vietnam General Confederation of Labor to submit to the Standing Committee of the Vietnam General Confederation of Labor, the Standing Committee of the Presidium to complete and submit to the Presidium of the Vietnam General Confederation of Labor this time, some main contents are as follows: Regarding the draft Report of the Executive Committee of the Vietnam General Confederation of Labor, 13th tenure, submitted to the 14th Congress of the Vietnam General Confederation of Labor for the 2026 - 2031 term. The structure of the draft basic report inherits the political report of the 13th Congress of the Vietnam General Confederation of Labor.
The draft report focuses on evaluating the results of implementing the Resolution of the 13th Congress of the Vietnam General Confederation of Labor for the 2023 - 2025 period; identifying 5 lessons learned, 10 target groups and 3 breakthroughs. This is a particularly important content, requesting the members of the Presidium to study, discuss, and contribute opinions, especially on the report title, contents on the goals, targets, tasks, and solutions for the 2026 - 2031 term - President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said.
Regarding the draft revised and supplemented Charter of the Vietnam Trade Union, the President of the Vietnam General Confederation of Labor said that amending and supplementing the Charter of the Trade Union is extremely urgent and necessary, in order to concretize the Constitution, law, and guiding viewpoints of the Party, meet practical requirements, overcome shortcomings and difficulties to make the Trade Union organization operate better. The draft Charter of the Vietnam Trade Union (amended and supplemented) includes the Preface, 10 chapters, 47 articles (reduced by 01 chapter, increased by 02 articles compared to the current Charter). Of which, 18 articles will remain, 01 chapter and 6 articles will be abolished on regulations on trade unions at the grassroots level; 08 new articles will be added (Articles 15, 24, 25, 28, 31, 32, 33,9); Amend and supplement the content of 21 Articles of the current Charter.
From local practice, the President of the Vietnam General Confederation of Labor suggested that delegates give their opinions on the structure and layout of the Charter; proposed amendments and supplements; especially on the functions, tasks, authority and operating mechanisms of commune, ward and special-zone trade unions to suit reality and ensure feasibility, effectiveness and efficiency. Create conditions for commune and ward trade unions to have full authority to operate like other socio-political organizations of the political system...

At the conference, the Standing Committee of the Presidium and members of the Presidium of the Vietnam General Confederation of Labor gave comments on the Draft Report of the 13th Executive Committee of the Vietnam General Confederation of Labor at the 14th Congress of Vietnam Trade Unions, term 2026 - 2031 (1st time); Report on the organization of the 8th Conference of the Vietnam General Confederation of Labor; Report on amending and supplementing the Vietnam Trade Union Charter, term XIV; Report on the plan to allocate official delegates to attend the 14th Congress of Vietnam Trade Unions, term 2026 - 2031; Report on amending and supplementing the Regulations on allowances for trade union officials at all levels (replacing Decision No. 5692/QD-TLD dated December 8, 2022 of the Presidium of the Vietnam General Confederation of Labor).
