Plan to organize Trade Union Congresses at all levels, towards the 14th Vietnam Trade Union Congress

The Vietnam General Confederation of Labor (VGCL) has just issued a plan to organize Trade Union Congresses at all levels, towards the 14th Vietnam Trade Union Congress, term 2026 - 2031.

According to the Vietnam General Confederation of Labor, trade union congresses at all levels mark a fundamental change in the organizational model in the new era; promptly concretize the Party's guidelines and resolutions, the State's policies and laws into the resolutions of trade union congresses. Trade union congresses at all levels are a political activity, with the motto: "Solidarity - democracy - discipline - innovation - development".

Trade union congresses at all levels are responsible for summarizing and evaluating the implementation of the resolutions of the past term's trade union congress, proposing the direction of operation for the new term; amending and supplementing the Charter of the Vietnam Trade Union; electing the new term's trade union executive committee. Trade union congresses at all levels must continue to innovate content and form towards practicality, efficiency, attach importance to quality, save time and money, and be on schedule.

The preparation of contents on personnel of the Executive Committee and positions; participation and synthesis of opinions and recommendations on the legitimate rights and interests of union members, workers and trade union activities; participation in opinions amending the Charter of the Vietnam Trade Union must ensure the leadership principles of the Party and the higher-level trade union, in accordance with the actual situation of trade unions in the new development stage.

According to the plan, the commune, ward and special zone trade unions will hold a congress and complete it before October 31, 2025.

Grassroots trade unions, grassroots trade unions, member grassroots trade unions, and departmental trade unions will hold a congress and complete before December 31, 2025.

The provincial-level trade union congress will be held after the provincial-level Vietnam Fatherland Front Congress and completed before March 31, 2026. If the provincial trade union congress is merged or consolidated, the consecution of the term of the trade union organization after the merger or consolidation will be calculated in the same way as the term of the congress of the Party Committee at the same level.

Central and equivalent industry trade union congresses: Conducted from January 1, 2026 and completed before March 31, 2026. The Congress of Vietnam Construction Trade Union is inherited the term of the Congress of Vietnam Construction Trade Union before the merger (15th Congress, term 2026-2031); The Congress of Vietnam Agricultural and Environmental Trade Union, Vietnam Science and Technology Trade Union is counted as the 1st time, term 2026-2031. The 14th Congress of the Vietnam General Confederation of Labor will be conducted according to the separate document of the Presidium of the General Confederation.

The plan of the Vietnam General Confederation of Labor also raises the number of members of the Executive Committee, Standing Committee, and Trade Union Inspection Committee at all levels. Accordingly, grassroots trade unions are allowed to elect a minimum of 3 members, and a maximum of 25 members of the Executive Committee. Commune, ward and special-zone trade unions: Based on the number of union members and grassroots trade unions in the area, the Provincial and Municipal Labor Federations decide to apply the corresponding number of executive committees as at the grassroots level to ensure the requirements of assigned tasks.

For provincial-level trade unions, central industry trade unions and equivalent:

Units with less than 10,000 union members: Maximum 15 members are elected.

Units with 10,000 to less than 20,000 union members: Maximum 19 members are elected.

The unit has from 20,000 to less than 35,000 union members: electing a maximum of 21 members.

Units with 35,000 to less than 50,000 union members: Maximum 23 members are elected.

Units with 50,000 to less than 70,000 union members: Maximum 25 members are elected.

Units with 70,000 to less than 100,000 union members: Maximum 27 members are elected.

Units with 100,000 to less than 200,000 union members: Maximum 29 members are elected.

Units with 200,000 to less than 400,000 union members: Maximum 39 members are elected.

Units with from 400,000 to less than 500,000 union members: Maximum 41 members are elected.

Units with 500,000 or more union members: Maximum 45 members are elected.

The Hanoi City Labor Federation elects a maximum of 55 members; the Ho Chi Minh City Labor Federation elects a maximum of 65 members...
