Assessing the impact of increasing basic salary on health insurance contributors

The Ministry of Labor, War Invalids and Social Affairs responded to the proposal to assess the impact of increasing the basic salary on voluntary health insurance participants.

Responding to voters' petitions requesting an assessment of the impact of increasing the basic salary on voluntary health insurance participants and requesting support for voluntary health insurance participants, the Ministry of Labor, War Invalids and Social Affairs said:

Based on the scope of benefits of health insurance participants, the National Assembly and the Government have stipulated the health insurance contribution rate based on the socio-economic development conditions of the country and the contribution capacity of the State, enterprises, employees and people. According to the provisions of the Health Insurance Law, the maximum monthly health insurance contribution rate is 6% of the salary or pension, disability allowance, unemployment allowance or basic salary. Based on the provisions of the Health Insurance Law, Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding the implementation of a number of articles of the Health Insurance Law has stipulated the health insurance contribution rate at 4.5%.

To encourage and support people to participate in health insurance, the Health Insurance Law, Decree No. 146/2018/ND-CP and Decree No. 75/2023/ND-CP dated October 19, 2023 of the Government amending and supplementing a number of articles of Decree No. 146/2018/ND-CP have stipulated the health insurance contribution levels and support for the poor, near-poor, ethnic minorities, people living in areas with particularly difficult economic conditions, agricultural, forestry, fishery and salt-making households with an average living standard. For the group participating in health insurance by household, Point e, Clause 1, Article 7 of Decree No. 146/2018/ND-CP stipulates the health insurance contribution levels as follows: (1) the first person contributes 4.5% of the basic salary; (2) the second, third and fourth persons contribute 70%, 60% and 50% of the first person's contribution level, respectively; (3) From the fifth person onwards, the contribution is 40% of the first person's contribution.

In addition, Decree No. 75/2023/ND-CP stipulates that the People's Committee of the province or centrally run city shall, based on the local budget capacity and other legal funding sources, submit to the People's Council of the province or centrally run city to decide on the additional support level, the support level for subjects receiving State budget support for health insurance premiums and not receiving State budget support for health insurance premiums according to the provisions of the law on health insurance.

According to Decree 73/2024/ND-CP, from July 1, 2024, the basic salary will increase from VND 1,800,000/month to VND 2,340,000/month.
