Retraining and improving skills - a mandatory requirement so that labor is not left behind

Faced with the rapid development of technology, retraining and improving skills is a lifeline for both businesses and workers.

Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment - had an interview with a reporter from Lao Dong Newspaper about policies to improve the quality of human resources.

Sir, in order for human resources to meet the requirements in the new era, what specific tasks must we implement?

First, we must have a policy breakthrough in recruitment and use, especially in the issue of appointment, promotion as well as assigning tasks/works to employees.

Based on the current situation, I believe that it is necessary to review, re-evaluate, and consider whether all recent policies have truly created breakthroughs or not. Most importantly, the breakthrough in human resources policy is to value talent.

Second, how do we make policies help build a lifelong learning society? Businesses also participate in investing in human resource training for themselves. At the macro level, the country chooses fields/occupations to focus on training and fostering to have good human resources.

Third, how to ensure that businesses have conditions to participate in training and fostering human resources and labor resources along with training institutions. I think there should be a human resource development fund for businesses. This fund should be favored in terms of taxes, creating conditions for businesses to train workers.

In the process of working, studying, and retraining, they really need policy support. According to you, what issues should be concerned about when retraining workers in the current context?

In the process of training and retraining, it is necessary to determine the job position after training of employees. Arranging jobs after training is not only to take advantage of qualifications, knowledge, and skills but also to create trust and create a solid foundation for employees to study with peace of mind. From there, employees jointly invest in learning and training to have the best results.

We must also further strengthen the medium and long-term forecasting of job service centers, thereby orienting workers to invest and support information for businesses to train correctly and accurately.

It is necessary to overcome the situation of trained and re-trained workers who cannot meet the requirements for job positions. To do so, it is necessary to clearly define training knowledge and skills; information about the labor market to grasp what the market and businesses lack and what they demand.

Another issue is to survey workers who are currently employed but are at risk of losing their jobs. Workers must realize that in the current context, not having a job means forever being in that position, but need to learn to improve themselves.

How are workers, businesses, and related State agencies assigned roles in the process of training and improving skills, sir?

For workers, more than ever, they must fully understand the trends and developments of science and technology, technology and AI that will affect each job position. There is no other way, if you want to stay, want to develop a job position and income for yourself, workers must improve their professional qualifications, scientific and technical qualifications, skills, including skills to adapt to the new working environment, new working conditions, in new circumstances.

Labor must take advantage of all opportunities, including policy opportunities, business facilities opportunities, opportunities from unemployment insurance policies... to retrain.

Businesses closely coordinate with trade union organizations, taking advantage of the support of agencies/businesses/states to accompany workers.

Employment service centers comply with the International Labor Organization Convention on public employment services, ensuring all functions of employment services are correct.

Please tell us about international experience in training and retraining?

Countries implementing unemployment insurance all have policies related to training and retraining, such as in Germany and South Korea.

In which, the role of job service centers is that they go to businesses, coordinate with businesses to survey and evaluate workers to see what they lack, what they need. From different sources, support workers, including sources from unemployment insurance.

Countries are also very interested in continuously training, fostering, and improving the qualifications of workers. They not only train management staff but also direct workers. They also regularly have training classes and updates so that workers can keep up with new requirements.
