According to the Program, the Presidium of the Vietnam General Confederation of Labor will discuss and give opinions on the Project for piloting the arrangement of the trade union organization model under the Vietnam Bank Trade Union in a focused, consistent and effective manner; Draft Report on the 5-year review of the implementation of Resolution 03/NQ-TLD dated January 11, 2019 of the Executive Committee of the 12th Vietnam General Confederation of Labor on trade union cadre work in the new situation; Draft Report on the Regulation on the coordination relationship between central and equivalent trade unions with provincial and municipal labor federations; Draft Report on the promulgation of Regulations on the organization and operation of trade unions in the Vietnam People's Public Security; Draft Report on the guidance on assessing and classifying the quality of activities of trade unions at the level directly above the grassroots level and grassroots trade unions; Report on the ownership and management of shares (stocks) at trade union levels...
In his opening speech, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized that at the 5th meeting of the Presidium, the Presidium of the General Confederation agreed on the policy of piloting a model of arranging trade unions in a centralized, consistent, streamlined, and effective manner, focusing on piloting at the Vietnam Bank Trade Union in the immediate future. For the remaining pilot models of the Project (such as the Vietnam Industry and Trade Trade Union, the Vietnam Healthcare Trade Union, the Vietnam Education Trade Union, etc.), the Organizing Committee of the General Confederation of Labor would work with the units to review and clarify difficulties and problems, and propose specific solutions. To ensure consistency, the Standing Committee of the Presidium would like to ask for the Presidium's opinion on the draft Project of piloting the arrangement of trade union organization models under the Vietnam Bank Trade Union before submitting it to the Central Organizing Committee for comments for implementation.
Regarding the Interim Report on 5 years of implementing Resolution 03/NQ-TLD dated January 11, 2019 of the Executive Committee of the 12th Vietnam General Confederation of Labor on trade union cadre work in the new situation, the President of the Vietnam General Confederation of Labor said that the work of building a team of trade union cadres to meet requirements and tasks has always been of interest to the General Confederation and trade unions at all levels, considering this a key task contributing to improving the quality of trade union activities.
From the practical implementation of this resolution in the industry and localities, we request that comrades discuss and give their opinions on the results after 5 years of implementing Resolution No. 03, paying attention to comparing with the goals and targets set out in the resolution, clarifying difficulties and obstacles, and proposing solutions to build a team of union officials with intelligence, courage, enthusiasm, responsibility, prestige and good working methods in accordance with the spirit of the Resolution of the 13th Congress of the Vietnam Trade Union.
