Proposing solutions for foreign banking trade unions

At the working session between the Vietnam Bank Trade Union (VBSP) and representatives of foreign banks, joint ventures and foreign bank branches in Vietnam on the establishment of grassroots trade unions (CDCS), Mr. Dao Minh Tu - Permanent Deputy Governor of the State Bank, Chairman of the VBSP Trade Union - requested to advise responsible people in the parent bank, regional representatives abroad to allow the establishment of trade union organizations and workers to participate in the Vietnam Trade Union.

Requesting parents' banks to allow employees to join Vietnam Trade Union

The meeting took place under the chairmanship of Mr. Dao Minh Tu - Deputy Secretary of the Party Committee, Permanent Deputy Governor of the State Bank, Chairman of the Bank of Vietnam Trade Union - in the context that the Bank of Vietnam Trade Union is implementing the pilot project to arrange industry trade unions in a centralized and effective manner.

According to statistics, there are currently 60 100% foreign-owned banks, joint ventures, and foreign-owned bank branches operating in Vietnam, of which 5 units have established trade union organizations, the rest have not yet established trade union organizations with about 8,250 employees.

According to foreign credit institutions, the biggest difficulty for units operating in Vietnam is to seek opinions from the parent bank or the regional bank abroad, while the union law between countries is different.

A representative of HSBC Bank Vietnam said that in the past, this global bank operating in Vietnam has received a lot of support from the Bank of Vietnam Trade Union, but the establishment of a trade union organization in the heart of HSBC Vietnam depends heavily on the decision at the bank's regional headquarters.

In addition, foreign banks are maximizing operational efficiency, so they can minimize costs, mainly recruiting professional personnel. Sharing the above difficulties, Ms. Nguyen Khanh Ninh Trang - Senior Director of the Human Resources Department of NH UOB Vietnam - said that this Singaporean NH is planning and establishing a union organization, because the number of employees for UBUB Vietnam has now reached more than 1,500 employees and will continue to increase in the coming time. A representative of UOB Vietnam added that the establishment of a union organization in this NH will require more time because the unit still has to hire lawyers to carry out procedures and comply with Vietnamese legal regulations.

Protecting employees by joining the Vietnam Trade Union

Speaking at the meeting, Permanent Deputy Governor of the State Bank, Chairman of the Vietnam Bank Trade Union Dao Minh Tu praised foreign credit institutions for their active compliance with Vietnamese law in recent times. The Permanent Deputy Governor emphasized that foreign banks should participate in the Vietnam Trade Union to protect the rights of employees. When employees have an organization for activities and expertise, they will be responsible for contributing to the organization they are serving. All state-owned and private credit institutions in Vietnam currently have trade unions standing alongside employees in labor agreements, wages, income, etc.

Permanent Deputy Governor Dao Minh Tu requested that people with positions in foreign credit institutions participate in consulting with responsible people in the mother bank, and representatives of the overseas region to allow the establishment of trade union organizations and employees to participate in the Vietnam Trade Union.

In case the full-time personnel for the Trade Union cannot be increased, they can use full-time professional human resources for the Trade Union, to protect the rights and responsibilities of employees. Especially so that parents can also understand that business units in Vietnam are being deployed by currency management agencies to protect employees to their banks. Thereby, these organizations contribute to social security activities and are responsible to the community.

Ms. Nguyen Khanh Chi - Permanent Vice President of the NHVN Trade Union - said that the NHVN Trade Union organized a Working Conference with banks and credit institutions with foreign elements in the Southern region on the establishment of grassroots trade unions as an important event, not only to promote the construction of trade union organizations in foreign-invested units, but also to care for and protect the legitimate and legal rights of employees in the banking industry. The NHVN Trade Union is implementing the pilot project to arrange industry unions in a centralized and effective manner.
