Proposing additional forms to recognize trade union officials with many years of dedication
Ms. Le Thi Viet Thuong - Head of the Labor Relations Department of the Trade Union of Vietnam National Shipping Lines proposed that it is necessary to further study the form of recognition for trade union officials with long-term contributions.
According to Ms. Thuong, currently the Medal is brought to the emulation and commendation department instead of the organization department. The standards for being considered for awarding the Medal are also relatively high, not easy to achieve.
Meanwhile, the Medal is a form of recognition of the contribution of officials to the Trade Union organization. Therefore, she believes that it is possible to study a similar recognition form to the form of considering awarding Party Badges to long-term Party members.
According to her, the number of officials who can meet these criteria may not be large, but this is still a form to be studied because there are people who spend most of their working time contributing to Trade Union activities.
I think there are people who have spent their whole lives striving and contributing to Trade Union activities. Therefore, those who are truly enthusiastic, dedicated and have a long-term contribution process need to be recognized" - Ms. Thuong shared.
Need a mechanism to link rewards with profit value
Ms. Luong Thi Hong Nhung - Head of the Labor Relations Department of the Vietnam National Industry - Energy Group Trade Union (Petrovietnam Trade Union) - highly appreciated this draft Regulation.

According to Ms. Nhung, the draft has shown a deep understanding of many opinions from the grassroots level, closely following the thoughts and aspirations of the Trade Union system, and also in line with the requirements of decentralization and delegation of power.
On that basis, representatives of Petrovietnam Trade Union proposed some contents that need to be further researched and completed.
One content mentioned by Ms. Nhung is the need to build a strong enough legal basis to increase the responsibility of employers and trade union organizations in detecting, recognizing and rewarding creative labor.
According to her, at some enterprises belonging to Petrovietnam, people with initiatives are entitled to a part of the profit value that the initiative brings. Depending on each unit, this ratio can be about 3%, 5%, even 7%.
This is a very specific material part. Reality shows that wherever a part of the value is deducted to benefit the person with the initiative, the initiative movement is very strong" - Ms. Nhung said.
Besides bonuses, she believes that it is necessary to pay attention to long-term benefits for workers with initiatives such as considering early salary increases, promotions, appointments, training and creating career development opportunities.
Proposal to open more commendation routes for trade union officials in enterprises

Mr. Tran Van Tuan - Deputy Head of Labor Relations Department of Vietnam Electricity Trade Union - said that the work of rewarding trade union officials in enterprises has its own characteristics compared to trade union officials at local Labor Federations and units outside enterprises.
According to Mr. Tuan, in addition to the commendation line according to the Industry Trade Union, trade union officials in enterprises are also paid professional attention and considered for commendation according to the professional line.
We hope that the amended and supplemented Regulations will have more regulations so that industry trade union officials in enterprises have more opportunities to be considered and presented for commendation according to professional lines, in addition to the commendation line of the Trade Union organization" - Mr. Tuan proposed.
Regarding the criteria for initiatives in considering thematic commendation, Mr. Tuan said that current regulations may create difficulties for grassroots levels in the process of selecting and proposing commendation.
Mr. Tuan analyzed that for comprehensive commendation, initiatives can be general and not necessarily associated with a specific field. However, when considering commendation according to topics, requiring initiatives to be directly associated with topics makes it difficult for grassroots levels to find and select typical factors.
We propose expanding the criteria for initiatives in considering thematic commendation such as women's affairs, culture - sports, occupational safety and health... so that workers have more opportunities to be recognized. There are people who do very well in their profession, have high achievements in culture, sports or art, but their initiatives are in the field of production and business" - Mr. Tuan said.
Speaking at the closing of the Workshop to gather opinions to participate in amending and supplementing the Reward Regulations of Trade Union organizations, Ms. Thai Thu Xuong - Vice President of the Vietnam General Confederation of Labor answered the proposals and recommendations of the delegates. Ms. Thai Thu Xuong said that, through the opinions at the workshop, the delegates basically agreed on the necessity of amending and supplementing the Reward Regulations of Trade Union organizations.
This is a necessary requirement to promptly concretize new legal regulations on emulation and commendation; concretize the Party's policy on innovating emulation and commendation work; and at the same time overcome inadequacies and limitations in the process of implementing current regulations.
The amendment of regulations is also meaningful in the context that the Trade Union organization continues to be arranged, streamlined, and innovated in organization and operation.
According to Ms. Thai Thu Xuong, the Vietnam General Confederation of Labor will continue to review relevant legal regulations to ensure that the draft Regulation after promulgation is both in accordance with legal regulations and meets the practical requirements of emulation and commendation activities in the Trade Union system.
