On the morning of July 3, the Office of the President held a press conference to announce the President's decree promulgating the laws and ordinance that have just been passed by the National Assembly and the Standing Committee of the 15th National Assembly.
Mr. Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front - informed about some main contents of the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front (VFF), the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy.
Mr. Hoang Cong Thuy said that on June 27, 2025, the National Assembly officially passed the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at the Grassroots Level (Law No.7/2025/QH15). The law takes effect from July 1, 2025.
Law No. 1997/2025/QH15 focuses on amending and supplementing a number of articles of the 4 Laws directly related to the position, role, functions, rights and responsibilities, organizational structure and principles of organization and operation of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.
It clearly demonstrates the relationship of "belonging" to the Vietnam Fatherland Front, the principles of democratic commercialism, coordination and unification of actions chaired by the Vietnam Fatherland Front. The Law ensures consistency and synchronization with other laws related to the rights and responsibilities of the Vietnam Fatherland Front, socio-political organizations, and other member organizations of the Front.
Regarding the Trade Union Law, Mr. Hoang Cong Thuy said that Article 2 of the Law has amended and supplemented 8/37 articles of the Trade Union Law (including: Article 1, Article 4, Article 8, Article 14, Article 19, Article 29, Article 31, Article 32. with some basic contents as follows:
Ensure the full concretization of the provisions in Article 10 of the 2013 Constitution (amended and supplemented) on the position, role, and relationship "under the Vietnam Fatherland Front", on the rights and responsibilities of the Trade Union in representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, affirming that the Trade Union "is the sole representative of workers at the national level in labor relations and international relations with trade unions".
Adjust the Trade Union organization system to ensure consistency with the two-level local government organization and associated with the characteristics of the Trade Union organization (not according to residential areas but mainly in units and enterprises according to the motto "where there are workers, there are trade unions".
The organizational system of the Trade Union includes the following levels: central is the Vietnam General Confederation of Labor, grassroots trade unions and grassroots trade unions and adds the regulation "Specially-level trade unions permitted by competent authorities in accordance with the Trade Union organization".
Implementing the policy of ending the activities of civil servant trade unions and armed forces trade unions according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee and Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo, the Law has adjusted the no longer having trade union organizations in state agencies and public service units receiving 100% of salaries from the state budget.
The Law also adds provisions on the responsibility of the Vietnam General Confederation of Labor in reporting annually to the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the estimate and settlement of trade union finances of Vietnam Trade Union.
